I am writing today to testify IN SUPPORT of Kinuko Noborikawa for the North Koliala seat
on the Leeward Planning Commission.
I met Kinuko Noborikawa at Lapakahi State Historical Park where she currently serves as a
volunteer. I later met her as a participant in the North Kolrala Culture Hui. At both these
venues, I found her to be knowledgeable, engaging and an active participant sharing her
knowledge and experiences.
I later learned that Kinuko Noborikawa has over a decade of vast experience in fisheries
management, land use planning and regulatory enforcement. She also served on numerous civic
organizations in Washington State.
Noborikawa's family lineage in Kohala dates to the turn of the 191" century immigrating to
Hawaii as sugar plantation laborers. She returned to Kohala in 2016 to care for her aging
parents.
Kinuko is honest, thorough, caring, and has a deep reverence for the `aina, community, and
culture of Kohala. She is committed to finding solutions for social justice, and smart growth that
puts aloha `aina at the forefront of the Leeward communities of Hawai'i Island.
In sum, her experience, deep roots, and involvement and commitment to the North Kohala
community makes her a valuable candidate and we strongly recommend her for the North
Kohala seat on the Leeward Planning Commission.
