Dear County Council,
i am writing to express strong support for the nomination of Kinuko Noborikawa to the Leeward Planning
Commission. Hawaii State Parks is grateful to have Kinuko as our volunteer at Lapakahi State Historical
Site for the past two years. Kinuko provides visitor education, assists with field trips and guided tours,
and contributes to plans for improvements to the park, including needs for signage, trail improvements,
and interpretive materials. She takes initiative to identify and fulfill the needs of visitors, like developing a
guide to birds commonly seen at the park. Kinuko is very knowledgeable about the history of North
Kohala and helps visitors connect with the entire area.
Lapakahi has only one staff member assigned to the park. Kinuko's support has truly been invaluable.
She is currently our one and ontyvolunteer. The conditions at Lapakahi are regularly rather brutal with
extreme winds, intense sun, and a lack of potable water and flush toilets. Kinuko's willingness to tolerate
Lapakahi's environment is testament to her dedication to help visitor's learn about North Kohala and
support Hawaii State Parks.
