COUNTY OF HAWAVI STATE OF HAWAI`I fit[ O.F.H,�Vt RESOLUTION NO. 523 24 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE ISLAND OF HAWAFI YMCA FOR EXPENSES RELATING TO PHASE 2 OF A MURAL PROJECT FOR ITS NEW HORIZONS YOUTH DEVELOPMENT PROGRAM. WHEREAS, the Island of Hawaii YMCA is a 501(c)(3) nonprofit organization that supports local communities by implementing programs and activities in areas of youth development, healthy living, and social responsibility; and WHEREAS, the Island of Hawaii YMCA offers its New Horizons Youth Development Program throughout the year and fills the gap in services and programming for children who might lack access to supportive and enriching experiences during school intersessions, such as academic activities, diverse recreational pursuits, social and emotional development, physical and mental health initiatives, and safety measures; and WHEREAS, this year, participants in the New Horizons Youth Development Program are working with an artist to create a mural using 4' x S' plyboards that are being installed in phases along the construction dust fence surrounding the property of the former Uncle Billy's Hilo Bay Hotel; and WHEREAS, additional plyboards are needed for Phase 2 of this mural project, which will be designed, painted, protected with an anti -graffiti coating, and installed along the dust fence before the end of this fiscal year; and WHEREAS, the Island of Hawaii YMCA is requesting funds for artist consultation, art materials and supplies, 11 plyboards, and delivery of the finished mural pieces to the former Uncle Billy's Hilo Bay Hotel; and WHEREAS, the Department of Liquor Control supports organizations that provide programs, projects, or activities in a drug -free and alcohol -free environment; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 3 will be appropriated to the Department of Liquor Control to provide a grant to the Island of Hawaii YMCA for expenses relating to Phase 2 of the mural project for its New Horizons Youth Development Program.
