These funds will be used to support the implementation and on -going operations of a new homeless shelter program. Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $1,000,000. The Office of Housing and Community Development requests that a breach be authorized to submit this resolution after the April 26, 2024 submission deadline, and to waive it from the Finance Committee in order to be placed on the May 15, 2024 Council agenda. REQUEST: The Office of Housing and Community Development (OHCD) is requesting to amend Ordinance 23-50 by appropriating the following; Revenue: 2024 State Emergency Proclamation Homeless Programs 152.3306.XX $ 1,000,000.00 Expenditure: 2024 State Emergency Proclamation Homeless Programs 152.461.5466.XX $ 1,000,000.00 The appropriation request for $ 1,000,000.00 represents a grant from the State of Hawai'i, Department of Human Services, to implement an overnight emergency cot sleeping program in East Hawaii. B, BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED): The State of Hawaii, Department of Human Services is providing the County of Hawaii through the Office of Housing and Community Development funding to provide funding to support the implementation and ongoing operational support of a new overnight cot sleeping homeless shelter program. This initiative is designed to provide a safe and dignified haven for individuals experiencing homelessness in our community. The funding will be used to cover essential expenses such as staffing, facility maintenance, meals, and support services that are crucial for the well-being and rehabilitation of our most vulnerable community members.
