Proposed Amendments to Bill No. 148; AN ORDINANCE AMENDING
SECTION 25-8-33 (CITY OF HILO DISTRICT ZONE MAP), ARTICLE 8,
CHAPTER 25 (ZONING) OF THE HAWAI`I COUNTY CODE 1983 (2016
EDITION, AS AMENDED), BY CHANGING THE DISTRICT
CLASSIFICATION FROM SINGLE-FAMILY RESIDENTIAL — 10,000
SQUARE FEET (RS-10) TO INDUSTRIAL -- COMMERCIAL MIXED — 20,000
SQUARE FEET (MCX-20) AT HILO, HAWAI`l, COVERED BY TAX MAP

Transmitted Herewith are proposed amendments to Bill No. 148. The proposed amendments are
shown below in Ramseyer format with respect to the contents of Bill No. 148; material to be
deleted is bracketed and stricken, material to be inserted is underscored.
1. SECTION 2 of Bill No. 148 is amended by amending Condition G to read as follows:
"G. Prior to issuance of Final Plan Approval for all retail uses, including those involving
the sale of food and alcoholic beverages, the Planning Director shall review the
proposed use and its parking [impact to the immediate afe ] and noise impacts to
adjoining, properties and, if deemed necessary, increase the minimum required
number of parking spaces and -.require noise mitigation measures, such as landscaping,
to [further] enhance the public safety, convenience, and welfare. [The reqtiir-ed
Wig] All parking..or noise mitigation requirements shall be in place prior to
issuance of anv occupancy permit. This condition shall remain in effect until the
district classifteatipns of the two adloininp, properties are chanized to zonina districts
other than single-family residential (RS-10)."

2. SECTION 2 of Bill No. 148 is amended by deleting Condition H as follows and
appropriately redesignating all subsequent conditions:
A copy of the new draft of the bill that would result if these proposed amendments were adopted
is not attached due to the limited scope of the amendments.
