CATHERINE COATNEY REBA COATNEY WAYNE COATNEY My name is Catherine Coatney. I'm-a Partner in Bougainvillea Plaza LTD Partnership. I'm in opposition to Hawaii County's Resolution 442-24 in the annexation of the 6 parking stalls on a small strip of land that we have been leasing from the State of Hawaii for the last 34 years. These parking stalls are not contiguous with the County Parking Lot, they cannot be seen from the County Parking Lot. Our 6 parking stalls will not make any difference in the lack of Free Public Parking. But, it will create a decimating financial hardship for us, our tenants and all the many service companies that need these parking stalls to service our building. We have improved (3)7-5-06:34 described as Roadway Remnant by County Planning Department as an unusable strip of land by filling the length of the strip with landfill bringing it up to a 5-6ft in height making it level with Likana Lane, grading the land, building a cement and rock retaining wall, paving with asphalt, striping asphalt for parking and putting up railing. The asphalt has been applied several times in the 34 years so that it continues to look fresh. There is no trash or unsightly garbage on the property. For 34 years we have paid lease rent, insurance and property tax on this property. 34 years ago, when my father Clyde Coatney was in the process of building Bougainvillea Plaza and in order to get approvals from the County of Hawaii he agreed to lease the strip of land directly behind the building from the State of Hawaii Land and Natural Resources improving that land to create the additional 6 parking stalls we needed to bring the our office building up to code and get approvals. Without these additional 6 parking stalls, making up a total of 15 parking stalls, the building would not be up to code. We were working directly with, the then Mayor, Dante Carpenter. I am providing the County Council Members, as requested at the last meeting, with documentation and correspondence from The County of Hawaii, County Planning Department, Hawaii Environmental Land Planing and State of Hawaii Land and Natural Resources dated 1988 before, during and after approvals for the lease of (3) 7-5-06:34 Roadway Remnant to be used specifically for 6 parking stalls in order to increase the total parking to 15 parking stalls (as stated in the documentation from the Hawaii County Planning Department) to bring our building up to code. 5/13/2024 11 : 42 PM FROM: OfficeMax #6780 TO: +18089618912 P. 3 SEE EXHIBITS A, B, & C which are copied original documents regarding the need for the addition 6 parking stalls, our compliance with their requirements, the study and recommendation done'by the Hawaii Environmental Land Planing and the State of Hawaii's approval. If Hawaii County uses Resolution 442-24 in order to take this small piece of roadway remnant land that our 6 parking stalls sit on it will nullify the reason we were granted the lease by the State of Hawaii. The land has no value to the County of Hawaii. The 6 parking stalls may have little or no value in relieving the need for free public parking but it could mean a breaking point in the viability of our property and business. Without this additional parking our property and use of the property will decrease in value. The building will be less attractive to tenants. This will create a financial hardship on many levels. The building will no longer be compliant to parking code which is the reason we were granted the lease. This may create some serious legal complications. Thank you for your thoughtful consideration. October, 1988 5/13/2024 11 : 42 PM FROM: OfficeMax #6780 TO: +18089618912 P. 5 1 DESCRIPTION OF PROPOSAL AND STATEMENT OF OBJECTIVES . The applicants are proposing the use of a 1,794 square foot parcel of State land, situated in Kailua Village, North Kona, Hawaii, designated by TMK: (3) 7-5-06:34 under a revocable permit, for temporary parking purposes. The applicants intend to use this area to provide temporary parking spaces for mail and other vendor deliveries to service their commercial office building, the Bougainvillea Plaza, situated immediately across from the subject State parcel on Likana Lane (TMK: (3) 7-5-06:28). Applicants' plans include the construction of a retaining wall on the southeasterly or makai boundary of the property, filling and grading the property, paving and striping driveway and parking areas. Applicants' objective in obtaining the subject parcel is to reduce the present parking problem for delivery vehicles servicing their building, by providing a suitable place for short term or temporary parking of these vehicles. DESCRIPTION OF THE AFFECTED ENVIRONMENT Location. The subject property is located approximately 350 feet south of the Palani Road/Kuakini Highway intersection, on the makai side of Likana Lane in Kailua Village, North Kona, Hawaii (Figure 1). Proposed Site Improvements. Improvements proposed include the construction of a retaining wall along the makai boundary of the parcel, grading and filling the low lying areas. Paving and striping the driveway and parking spaces are also proposed. Applicants anticipate the traffic to flow in a one way direction entering the property from the southern end and exiting the parcel on the northerly end onto Likana Lane. The parking spaces will provide for parallel parking of vehicles (Figure 2). Existing Utilities. There are no utilities presently on the property. Terrain. The terrain is rocky with a southeasterly slope. Vegetation. The limited vegetation on the property is primarily scrub grasses and noxious weeds. There are no known endangered plant species identified on the site or in the surrounding area. Archaeological and Historical Sites. There are no known archaeological sites on the property. In addition, there are no inventoried archaeological sites, nor any sites listed on the Hawaii Register of Historic Places on the subject property. DESCRIPTION OF TECHNICAL, ECONOMIC, SOCIAL AND ENVIRONMENTAL CHARACTERISTICS The subject property is situated within the State Land Use Urban District and is zoned Resort-Hotel 750 square feet per hotel unit (V-.75) by the Hawaii County Code. 1 5/13/2024 11 :42 PM FROM: OfficeMax #6780 TO: +18089618912 P. 6 q1 The County General Plan Land Use Pattern Allocation Guide (LUPAG) map designates the area for resort uses. The property is also within the purview of the Kailua Village Special Design District Commission. The U.S. Department of Agriculture, Soil Conservation Service, Soil Survey Report classifies the land as Punaluu extremely peat (rPYD). Rock outcrops occupy 40 to 50 percent of the surface. In a representative profile the surface layer is black peat about four inches thick. It is underlain by pahoehoe lava bedrock. The peat is rapidly permeable. The pahoehoe lava is very slowly permeable. Runoff is slow and erosion hazard is slight. The Federal Insurance Rate Map (FIRM) depicts the area to be in a zone of minimal.flooding. Except for vegetation, the property is currently vacant. The property is bounded by Likana Lane on its north side. The applicants' commercial-office building, the Bougainvillea Plaza, zoned Resort, is located on the mauka side of Likana Lane and the Hukilau Hotel, also zoned Resort, is located on the makai side of the parcel. Direct access to the parcel is available from Likana Lane. Electricity is available to the site. The property is also served by the County water system. IDENTIFICATION OF MAJOR IMPACTS AND PROPOSED MITIGATION MEASURES The proposed project will not pose any significant adverse environmental impacts. Any impacts noted below can be minimized through appropriate mitigation measures. Flora and Fauna. There are no known endangered plants in the area and the removal of any of the known vegetation by the proposed parking and driveway areas will not constitute a significant impact to any of the plant colonies. Since there are no known endangered animal species identified on the site or in the surrounding area, the development is not expected to impose any impact upon the animal population. Historical/Archaeological Resources. Based upon the fact that no archaeological sites have been located on the subject property, the proposed development is not expected to impose any impact upon historical and archaeological resources. Noise and Air Quality. There will be increased noise and air emission levels generated during the construction of the project. Impacts of noise will be mitigated by limiting construction activities to normal working daylight hours. Visual/Scenic. There is no obstruction of any views anticipated by the development of the property since there are no structures proposed for the parcel. There may be some visual impact from the paving of the property; however, it is expected to improve a presently unkept parcel in the middle of developed urban property. Traffic. The proposed development is not anticipated to have any adverse environmental impacts upon the traffic in the area. The development will improve the existing traffic and parking situation by relieving traffic congestion and providing a safe parking area for delivery vehicles. There is presently inadequate delivery parking to service the Bougainvillea Plaza and delivery vehicles park on the street at Likana Lane causing a congestion in traffic. Drainage. The project is not anticipated to have any significant environmental impacts upon the ocean waters. Any potential runoff or discharge that could reach the ocean waters must be handled by on-site drainage improvements. ALTERNATIVES CONSIDERED Alternatives considered to the subject action included the no-action alternative, which would continue the existing delivery vehicle parking problem to the Bougainvillea Plaza and along Likana Lane. Also considered was an alternative location for delivery vehicle parking. Because there is no suitable alternative parking area available in close proximity to the Bougainvillea Plaza, this alternative was also unacceptable. Therefore, the only feasible alternative to resolve the delivery vehicle parking problem is to develop the subject property as proposed.
