CouflcGl bill 137 COMl4.7 6, From: Heidi Jaworski Sent: Tuesday, May 14, 2024 2:23 PM To: Council Testimony Subject: #756.2 Animal Control Aloha, As a resident of Hawaiian Ocean View Estates since 2005, I can not stress too strongly how badly we need additional animal control assistance in our community! In the past year, my 74 year old neighbor was attacked & bitten by a loose dog while walking to the bus stop, located only one block from her home. During that same time, my 78 year old brother was helping me walk my two dogs on my street, when he was attacked out of nowhere by a dog who just kept biting. Both of these folks use blood thinners (as many older people do) so it was particularly dangerous&life threatening for each of them to be attacked. Each of these attacks was unique in that they both had a human pet owner nearby when the attacks occurred,the animals simply weren't controlled by a tether, line, leash or fence. While there is a huge problem with dumped, wild dogs running loose in our community,we also have the problem of pet owners who take no responsibility for controlling their animals and containing them on their own property for the safety of others.They never have had to before, because there was almost no presence of animal control officers to enforce our existing laws and regulations. Having a permanent animal control site in Ocean View would be such a huge blessing&would be sure to have a huge impact on the livability of Ocean View and surrounding areas for both people&animals in our future.
