Communication 756.2 to amend budget 2.5M per year for facility.
Aloha Council Members of Finance Committee, I am writing in support
of this amendment; however, I strongly encourage you to place this
facility in Ka'u. Ocean View in particular. The population concentration
here is at present around 7,000 people that are approximately 7 mile
from the highway. Rumors of people coming from Puna, Kona and
Ocean View itself and dumping animals at the top of the subdivision
abound. People having confrontational encounters with dogs are not
uncommon. Cat Ladies with thirty or more cats live here. Tweekers with
junk yard front yards have dogs tied on three-foot leads that they strain
against to get at you as you drive by. Like you would consider breaking
in there. Packs of dogs roam the hood un attended. Breeding is
rampant, cruelty is ever present. On the other side of the district there
are more and more stories of hunters encountering wild dogs in the
pastures and uplands. A man was mauled and killed in the View! HIDE
THE RAZOR BLADES!! !
I am sure you are all aware of these situations and I only point them out
to say (A animal Control Facility here would be a giant set in creating a
new and positive Animal and Pet Culture in Ka'u) . At present there are
groups of people working to help alleviate these challenges but they
need support that animal control agents would provide the community.
Mahatma Ghandi said you can tell a lot about a country by the way
they treat their animals. I ask you to please considerr placing the Animal
Control Facility in truly South Hawaii, Ocean View. You have the
opportunity to birth a new culture of animal respect. Mahalo Nui for all
your efforts on our behalf.
