Bill 152(2024)—Relating To Pre-approved Plans for Residential Dwellings

Aloha Chair Kimball,Vice Chair Inaba, and Members of the Council:
Pacific Resource Partnership (PRP) is a nonprofit organization that represents the Hawai'i Regional
Council of Carpenters,the largest construction union in the state with approximately 6,000 members, in
addition to more than 250 diverse contractors ranging from mom-and-pop owned businesses to national
companies.
The"Hawaii Housing Planning Study, 2019" ("Study")found that the County of Hawai`i will need 13,303
more housing units between 2020 and 2025, of which nearly 10,800 units are needed for households
with incomes at or below 140%of the area median family income(AMI).The income limit for affordable
housing through the Hawaii Housing Finance and Development Corporation's(HHFDC) is established for
buyers earning 140%or less of the AMI. In order to incentivize and support the development of
affordable housing for Hawai'i Island residents,we recommend the pre-approval of plans option be
limited to developers building projects with multi-family homes for households with incomes at or below
140%AMI.
