Pursuant to HCC 2-207(c), Bill 140 was forwarded to the Environmental Management
Commission(EMC) for comments and recommendations. At the meeting of the EMC on April
24, 2024, the Commission,by a vote of 7-0, approved the following comment: the EMC supports
the intent of Bill 140.
