Queen Liliuokalani Trust

Please refer to the attached fax from Ms. Megan Mitchell dated April 17, 2000, requesting
authorization to amend language within Bill No. 216. We understand that references are made to
Queen Liliuokalani Boulevard on Pages 10 and 11 of Bill No. 216, which is to be tabled before
the Council on Wednesday, April 19, 2000.
Queen Liliuokalani Boulevard was the original street name referred to in County
Ordinance 93-66 and was assigned to what is now Makala Boulevard. The change in name was
due to the "Queen Liliuokalani" road name having already been assigned elsewhere in the
County. On behalf of Liliuokalani Trust, we respectfully request that the Council proceed to
amend any references to Queen Liliuokalani Boulevard to Makala Boulevard. We have attached
for your reference the areas where these amendments occur (see underlined portions of the
attached extract of Bill No. 216). Please note that we did not identify any other such references
beyond Pages 10 and 11.
Makala Boulevard was recently completed by the Trust, thereby fulfilling Condition F of
County Ordinance 93-66.

Mr. Tyler found a few references in this bill io "Queen Liliuokalani Boulevard" on pages
10 & l 1. Mr. Tyler thinks this might be a mistake. Isn't that name supposed to be
changed to Makals Boulevard? Mr, Tyler feels there may be other occumnces of this
ptistake. Please review the bt~l to detertninc the changes that need to be made. After
that, please fare an authorized request to him ASAP to 8081961-8912 (Council Services)
asking him to make the needed changes in dre bill's language. Aa your fait cover page,
ask the staff at Council 5etvices to please give the fax to Mr. Tyler ASAP. Mr. Tyler is
in FTilo for the next three days. He said that Bill No. 216 is coming up on the 4/19
Council agenda on Wednesday- If you can gat the fax to him today it would be best

encountered, work in the immediate area shall cease and the Planning Department shall
be immediately notified. Subsequent work shall proceed upon an archaeological
clearance from the Planning Department when it finds that sufficient mitigative
measttres have been taken; (F7 preliminary vehicular access to Lot 1 from Queen

Public works. The strip of land fronting the subject property for additional right-of-
way along Palani Road to allow for furore road widening to the 80-foot right-of-way
mandated by the County General Plan shall be subdivided and dedicated to the County
upon its request. The applicant shall construct an extension of Luhia Street connecting
to Queen Liliuokalani Boulevazd as a preliminary vehicular access (as defined in
Condition F) meeting with the approval of the Depattatent of Public Works on or by
December 31. 1995. Prior to the issuance of cettificate of occupancy. for any portion of
Lot 1, the applicant shall consavct the proposed Queen Liliuokalani Boulevard
extension west (makai) to connect with Kuakini Highway as a preliminary vehicular
access (as defined in Conditon F) meeting with the approval of the Department of
Public Works, except that, that pottion of the extension of Kuakini Highway to the
pueen Liliuokalani Boulevard extension may consist of upgraded improvements
meeting with the approval of the Department of Public Works; (I) the applicant shall
inform the Department of Public Works on a timely basis of archaeological surveys and
reports which may impact the layout and design of the "Mid-Level Road". The
applicant shall dedicate m the county upon its request [he portion of lands owned by the
applicant as delineated within the right-of way of the "Mid-Level Road" which
included its extension south of Palani Road to the southern boundary of the ahupua'a of
Kgahuolu. Provded that the dedication of lands for aay portion of the "Mid-Level
Road" or its extension shall not be required prior to the applicant's receipt of a
Certificate of Occupancy for Lot 1. Any participation from the applicant in the funding
and dedication of roadway and traffic improvements shall not exceed iu pro rata share

applicant's development of the subject property; (.n the applicant shall meet with the
requirements of the Department of Transportation-Highway Division for the
