SUBJECT: Transmitting Bill No. 145, Draft 2; An Ordinance to Initiate an
Amendment to Article VI, Chapter 7, Sections 6-7.3 and 6-7.4; and Article
XVI of the Hawai`i County Charter(2022 Edition), Relating to the
Windward and Leeward Planning Commissions.
Transmitted herewith is Bill No. 145, Draft 2. At its meeting on May 14, 2024, the
Governmental Operations and External Affairs Committee amended Bill No. 145, with the
contents of Communication No. 796.9, resulting in the attached Draft 2.
The Committee then voted to forward Bill No. 145, as amended to Draft 2, to Council with a
favorable recommendation.
