RESOLUTION NO. 531 24
A RESOLUTION REAFFIRMING THE SISTER CITY RELATIONSHIP BETWEEN
THE COUNTY OF HAWAI`I AND HUALIEN COUNTY IN TAIWAN AND URGING
THE MAYOR TO ENTER INTO A FORMAL AGREEMENT TO RE-ESTABLISH SAID
RELATIONSHIP.
WHEREAS, in recognition of their shared historical and cultural heritage and similar
natural beauty, the County of Hawai`i and Hualien County, Taiwan, mutually established a Sister
City relationship in 1971, intended to foster mutual understanding and partnership between the
two regions; and
WHEREAS,though the Sister City relationship has been dormant for a number of years,
there is now renewed interest from both parties to re-establish and strengthen this important
international relationship; and
WHEREAS, this Sister City relationship offers reciprocative opportunities to promote
and support cultural exchanges, including arts, education, and sports, develop tourism initiatives,
and collaborate on environmental sustainability projects,thereby enriching both communities;
and
WHEREAS,the mutual desire to revive and maintain this Sister City relationship is
based on shared interests in cultural diversity, economic development, and global cooperation;
and
WHEREAS, Chapter 2, Article 31, Section 2-165(a) of the Hawai`i County Code 1983
(2016 Edition, as amended) states, in part, that sister city relationships "shall be established by
the adoption of a council resolution approving the establishment of the sister city tie and the
signing of a formal agreement between the mayor of the County of Hawai`i and the appropriate
public official of the proposed sister city that such ties exist"; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that the
Sister City relationship between the County of Hawai`i and Hualien County is hereby reaffirmed.
BE IT FURTHER RESOLVED that this body hereby approves of and urges the Mayor
of the County of Hawai`i and the Magistrate of Hualien County to execute the documents
necessary to put into effect the reaffirmation of this relationship.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Mitchell D. Roth, Mayor of the County of Hawaii; the Honorable
Chen-wei Hsu, Magistrate of Hualien County; and Jane Clement, Protocol Officer of the County
of Hawai`i.
