Re: Operating Budget
The County of Hawai`i has been awarded$100,000 from the State of Hawai`i
Department of Business, Economic Development& Tourism. These funds will be used
for the planning phase of the Waste-to Wealth Project in Hilo, Hawai`i.
Enclosed is'a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this $100,000.
The Department of Research and Development requests that this resolution and bill be
waived from the Finance Committee and be placed on the June 5, 2024 Council agenda in
order to expedite the receipt of these funds. If there are any questions,please do not

A. REQUEST:
This is a request to to allow the Department of Research and Development to receive $100,000
from the the Waste-to-Wealth grant by the Department of Business, Economic Development and
Tourism. Hawaii County will match it with $100,000. The funds will be used for planning to improve
the production of livestock feed using the noxious weed, gorse, and other feedstock and for
community outreach. Low cost feed is vital to maintain a viable livestock industry.
-Waive: Request to waive Finance Committee in order to meet fiscal year end.
-Please waive the 5-day holdover period.
-Please create a resolution to enter into an agreement to accept the funds.
-Please create a bill for an ordinance to appropriate funds of$100,000.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This is in reference to Part IV, Section 26, Item A-0.02 of Act 88/21 as amended by Act 248/22
appropriating $100,000 in State General Obligation (G.O.) Bond funds for the planning phase of the
Waste-to-Wealth Project in Hilo, Hawaii in which the State of Hawaii Department of Business,
Economic Development and Tourism (DBEDT) is the expending agency.
The appropriation was meant to lay the foundation for community outreach and planning that would
lead to greater investments from the federal government and private sector in circularity initiatives
that turn wasted resources into raw materials in ways that can build wealth throughout the state

Bill No. 170 AN ORDINANCE TO AMEND ORDINANCE NO.23-50,AS AMENDED,THE
OPERATING BUDGET FOR THE COUNTY OF HAWAI'I FOR THE FISCAL YEAR ENDING NNE 30,2024.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
