No. 516-24 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 516-24, reports as follows: <br /> Resolution No. 516-24, transmitted by Finance Director Diane Nakagawa, via Communication <br /> No. 873 dated April 26, 2024, authorizes the Mayor to enter into an agreement with the State of <br /> Hawaii, Department of Agriculture pursuant to Hawaii Revised Statutes 46-7, for a grant to the <br /> Department of Environmental Management. <br /> This resolution allows for the receipt of$200,000 of State funds to control green waste, palms, and <br /> other "host material"to minimize breeding grounds of the Coconut Rhinoceros Beetle. <br /> Committee Member Holeka Goro Inaba asked Environmental Management Deputy Director Brenda <br /> Iokepa-Moses and Recycling Specialist Craig Kawaguchi to provide background on this measure. <br /> Committee Member Rebecca Villegas, in a show of support, expressed her gratitude to the department <br /> for initiating this project. She also voiced her concerns about the potential impact of the beetle on our <br /> agricultural system. <br /> Committee Member Heather Kimball asked the department to briefly explain whether it had a <br /> community outreach and awareness strategy. Ms. Iokepa-Moses explained the department's multiple <br /> methods for making the community aware of this situation. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is <br /> authorized to execute, on behalf of the County, this and all future agreements and related documents <br /> with the State of Hawaii, Department of Agriculture as indicated above. <br /> FC Report No. 164 <br />
