Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 850, reports as follows:
Communication No. 850,transmitted by Mayor Mitchell D. Roth, dated April 24, 2024, requests
the Council's review and confirmation of the nomination of Arthur Buckman to the Police
Commission.

Deputy Managing Director Robert Command was present in the Kona Chambers to introduce
Mr. Buckman, who was not present.
Pursuant to Article VII, Chapter 2, Section 7-2.2 of the Hawai`i County Charter, members of the
Police Commission shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is not in accord with the
purpose and intent of Communication No. 850, and forwards it to Council with a negative
recommendation.
