LIQUOR CONTROL
DEPARTMENT SUMMARY
Mission Statement
To promote the heakh, safety and welfare of the general public by regulating the
importation, manufacture, distribution, sale and service of alcoholic liquors.
GOAL 1: To govern operations of liquor licensees which promote reasonable
practices in the sale and service of liquors by Rules of the Liquor Commission
and/or implementation of programs which promote compliance to laws
OBJ: 1. Review Bills for an Act: liquor, bills affecting county agencies;
Coordinate w/other departments and provide testimony, when applicable ;
review daily during session;
2. Conduct annual review of rule amendments and procedures
w/Commission: FY 2000 Consider Rule amendments:
1. Act 280 (DCCA entities)
2. Hours ofOperation -Vessels, Retail, Special
3. Auction/Speciallicenses
4. Procedures on Publication of Notices (pending amendment
per sb3125)
3. Meet w/liquor task force (industry members/liquor administrators) a
minimum of 3 meetings to coordinate liquor education, legislative issues,
rules.
4. Respond to any inquiries relating to liquor laws as submitted by public. .
5. To participate in state and county task forces to determine problem areas
involving liquor and to respond, when applicable, by implementing rules
or special programs. Current committees that Director is member:
Big Island Traffic Safety Council
State Traffic Commanders Council
Office of Youth -Youths at Risk Program
Office of Youth -Project Pau
Hawaii Coalition on Alcohol Beverage Control
GOAL 2: To enforce the liquor laws of the State and County of Hawaii
OBJ: A. Department
1. To conduct daily inspections of licensed premises to determine
compliance to laws; at an average of 15 licensees per day per
investigator and at least 1 visit per month to licensees
2. To conduct monthly audio surveillances at premises which have
entertainment which affects the neighborhood
3. Respond to complaints from public w/in 1-3 days; investigate

4. To conduct special programs:
Reducing Access to Liquor by Minors
Excessive Service (SEE Goa15 -Education)
5. To boazd vessels at least 1 per quarter
6. To conduct checks of catered events/special one day licenses
7. To conduct annual checks of solicitor's permits
8. To conduct annual checks for holders of alcohol permits
9. To complete reports to the Adjudication Boazd or outside agencies
in a timely manner
10. To coordinate efforts with interagencies, as applicable:
DLNR, HPD, Fire, Public Works, Health, BATF, INS
B. Adjudication Board (Boazd)
1. To conduct heazings in accordance with Ch. 91 and Act 168.
2. To conduct annual review of rules of the Boazd and amend as
applicable.
GOAL 3. To grant, renew or refuse liquor license applications and permits in
accordance to law
OBJ: A. Licensing/Permits:
L Process applications to commission within 1-7 days of receipC
2. Process permits within 1-3 days of receipt
3. Assist each applicant by providing procedures and checklist
ensure applicant is advised when requirements not met
4. Inform and refer applicants to appropriate agency for requirements
5. Conduct pre-heazing site visits; determine how neighborhoods
may be affected by the application
6. Provide proper notices to neighborhood especially when related to
Changes in conditions
B. Procedures:
l . Amend department procedures and handouts to licensees in
accordance to amendments to Ch. 281, the Rules, or to liquor task
force agreements
C. Renewals
1. To ensure that applicants have met requirements for renewal
2. To conduct timely hearings w/Commission when there may be
good cause for non-renewal ofthe license
3. To coordinate with IRS/State tax offices to ensure efficient inter-
office communications on tax clearances

GOAL 4: TO PROVIDE EFFICIENT ADMINISTRATIVE SERVICES
A. Liquor Commission
l . Distribute/conduct review of requirements with applicants
of public notice, protests and fmal inspections
2. Assist in the verification of notices mailed/protests received
3. Monitor follow-ups on commission requests/Compile records for
submittal to the commission
4. Annual update commission training manual
5. Conduct 4 workshops annually: rules, legislation, procedures, etc.
B. Adjudication Boazd/Enforcement
1. Ensure that hearings are conducted per Ch. 91, Board
members receive hearings procedures applicable to the responses
to chazges, as provided by rule
2. Annual update board training manual
3. Maintain records, statistics ofenforcement division
4. Conduct 3 workshops annually: rules, procedures, etc.
C. Office
Conduct annual review ofpositiondescriptions/assess job
assignments
Conduct annual checks safety compliance to ADA/OSHA
Staff needs (eye, physical, vehicle)
GOAL 5. To educate licensees, staff, commission, board members on liquor
