Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 530-24, reports as follows:
Resolution No. 530-24,transmitted by Finance Director Diane Nakagawa via Communication
No. 891, dated May 16, 2024, authorizes the Mayor to enter into a Multi-Agency Memorandum
of Agreement with the State of Hawai`i, Hawai`i Housing Finance and Development
Corporation and the University of Hawai`i Economic Research Organization,pursuant to Section
46-7,Hawai`i Revised Statutes.
This resolution allows the Office of Housing and Community Development to collaborate on a
State-wide Analysis of Impediments to Fair Housing, with an estimated cost to the County of
$33,363.
Hawai`i County Office of Housing and Community Development Specialist Royce Shiroma was
present in the Hilo Chambers to provide background on the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 530-24, and recommends its adoption.
