Aloha,
I'm not sure what has led to the proposed Bill 125, but as a long time bicycle tour operator,it seems this Bill is not
only unjustified, but also redundant in Government agency.
PUC already monitors and mandates any tour company and their operations on open and public roads and
areas. The proposed bill singles out a particular activity based on what data? Are there any significant incident
rates or real information to point to that shows cycling activity is in fact creating dangerous driving conditions?Or
is this someone's perception?
This is the exact opposite of what Hawaii should be doing. If people are not going to be allowed to explore on a
bicycle,then they will drive, rent a car,or join a bus or van tour.This not only has more of an impact on roads and
highways, but it also negatively impacts the environment, neighborhoods,and parking. A bicycle is truly a unique
way to explore the the island and by doing so,create a unique experience and build a deeper understanding of the
island for our visitors. This helps them become better stewards while here and away from the islands.
