I secondly I am writing to ask you to support and pass Bill 140-24. As a 20+ resident of Kalapana I see the results of only having the transfer station open once a week. Not having any cardboard or recycling also is an issue as it means nearly everyone just fills the dumpsters with easily diverted matter. I know that this is expensive due to trucking everything over to Kona... but that's another issue... We see a lot of preventable dumping from tourists, people passing through (Sundays see a massive influx of visitors), and people with limited access to vehicles. We also have a sizable retired community. I personally while certainly not retired generally only leave the area once a week, then it's usually after work which means the Pahoa and Keaau transfer stations are closed by the time I might get to them. I think an extra day of service would begin to become equitable. I'd recommend changing the weekend day that the station is open to Sunday as that's when we get the most traffic and dumping. Like all government, the secret to increasing compliance is to make it easier for the constituents to follow the rules. Why dump when you can simply place the trash in the actual dump. Why fill the container with cardboard and bottles when there is a bin for those right next to the rubbish container.There are several local folks who have served as EXCELLENT attendants in the past. Perhaps they could be hired to lower County labor costs? I know the newer containers require hydraulics for compacting, but i'm sure something could be done to address that. The County attendants spend most of their time in the trucks doing nothing. Not that i'm criticising them, but it's inefficient to have them drive those huge trucks from and back to Hilo.
