Subject: Kona Three LLC" is asking for ANOTHER 10-year extension
Aloha,
For the record, my name is Robert D. Harris and I live at 76-4323 Kekuanaoa Place in Kona Vistas. My
house is within 150 feet of the Royal Vistas property. I have lived there for 6 years, since June 2018 after
my house was completed. I purchased my lot to build on in October 2016.
I am opposing the extension of the permit for Royal Vistas to develop this land.
There are several issues that need to be addressed regarding the Royal Vistas development which I will
leave to be addressed by other people but I want to address the traffic issues generated with thh_e Royal
Vistas development. ;z
Three developments are affected by this development. Each development has main arteries tos
handle the bulk of the traffic in each development:
Kona Vistas-Lako St. >17
Pualani Estates-Puapuaanui St. -- y
Royal Vistas-has several main arteries.
No development has Units directly accessing these main arteries. No unit's driveway exits onto a main
artery. Both Kona Vistas and Pualani Estates have exits on Queen K and Hualalai Road. Royal Vistas
should have the same requirements for exits.
The number of units in each development are as follows:
Kona Vistas-215 Units
Pualani Estates-360 Units
Royal Vistas-450 Units
Royal Vistas proposes an exit onto Kekuanaoa Place in Kona Vistas, a residential street not a main artery.
450 units in Royal Vistas will produce on average 1000 additional vehicles per day(most units will have 2
vehicles, some unit's vehicles will exit Royal Vistas multiple times per day, along with work and
emergency vehicles) into Kona Vistas and adding them onto a residential street not a main artery.As
stated before, no units in any of the 3 subdivisions exit directly onto a main artery. But Royal Vistas wants
to dump 1000 vehicles a day onto a residential street in Kona Vistas.
Royal Vistas exit to Queen K does not allow for a Left Turn onto Queen K or a left turn into Royal Vistas.
When Royal Vistas vehicles go North on Queen K,they must return to Royal Vistas by Lako St. and
Kekuanaoa Place in Kona Vistas. If Royal Vistas vehicles go south on Queen K,they must leave Royal
Vistas by Kekuanaoa Place in Kona Vistas as there is no left turn at Royal Vistas intersection to Queen K.
Lako St. intersection to Queen K is jammed with vehicles now as there is a very short right turn lane and

no right turn merge lane onto Queen K. Both Pualani Estates and Royal Vistas Queen K exit has the right
turn merging lanes onto Queen K.Adding 1000 vehicles a day will make this intersection even worse.
Other issues at Queen K and Lako St. are 2 commercial businesses at the corners, Shell gas station with
a convenience store and a Ford dealership.These 2 businesses add additional traffic to Lako St.
especially the Shell gas station.
To sum up, Royal Vistas needs an exit onto a main road on both ends of their development, not an exit
adding 1000 vehicles to a residential street in Kona Vistas' development.
Again, I am opposing the extension of the permit for Royal Vistas to develop this land.
To end, I would like to ask each of you as Council members to answer one question,would you
want an additional 1000 vehicles a day on your residential street where you live?
