Aloha Chair Inaba and Members of the Committee on Legislative Approvals and Acquisitions,
My name is Antu Harvey. I live in the village of HOlualoa and am the Executive Director of Pulama is Kona
Heritage Council.I am testifying as and individual full time resident.

No more extensions,please.Granting another extension now would be perpetuating poor practice. Please 1=
reinforce more consistency and equity. Encourage expired projects to apply again. -
Extensions'grandfather'requirements often beyond their appropriateness.Our culture and environment have
changed and the County's knowledge of how to best adapt and lead land planning and stewardship have
changed since the agreements were originally made in 1984 and subsequently updated and extended
multiple times.
Literally,there have been many changes to the Kona landscape since they originally
applied.
1. Our vision for a healthy vibrant sustainable Kona has evolved and the as-built landscape is mostly
vehicle dependent sprawl without concurrent adequate infrastructure.
2. The landscape in that area has been built up—there are more people and more vehicles.
3. The Urban area was established
4. Sprawl, not wise dense mixed use neighborhoods interspersed with open space(conservation areas,
greenways, parks,etc.)The General Plan and KCDP have been updated—now emphasizing TODs
surrounded by conserved open space.
Before more development is entitled,
• The County needs a model and plan to better manage decisions that balance dwelling types to
increase the percentage number of and enable affordable housing(for permanent residents).
• The County needs a plan,schedule and budget to bring the sewer mains and treatment plants
must up to and sustain adequacy.
• The County needs a plan and schedule to bring the water mains and pum iinng/transmission
systems up to current adequacy plus long range plan and forecasts tying water supply
development to projected maximum build-out entitlements
• The County needs a long range plan,schedule and budget forecast that includes a time period
specific cost of maintaining and EQL replacing of our sprawling infrastructure:miles of sewer,
potable water,as well as interconnecting transportation network(vehicle,transit,bicycle and
pedestrian).
• The County needs a plan, roadmap/schedule and budget to layout,and develop a system of
emergency access and movement routes. The area is already overbuilt for the interconnecting
routes to move 1st responders and evacuees under likely threat scenarios.
• The County needs a plan, roadmap/schedule and budget for expanding support service systems
like schools(like implementing the DOE approved 2009 Kona School Impact zone),parks, police,fire,
hospital,etc.

• The County needs a plan, roadmap/schedule and budget to manage its riparian resources and
enlightened stormwater systems.(note:The County does not maintain the intermittent waterways/
drainageways it owns,including the two streams that run the length of this project's area).
• The County needs to,least annually,provide more information via GIS supported reports t4
Council about as-built stats;plus specific growth development pipeline data by stage;along
with KPI reports on progress of infrastructure projects to catch up and maintain concurrency.
Without this'whole picture'detailed information the Planning Director and Council are making
decisions that are not adequately informed and cannot possibly be considered wise.
Land use-future requirements and approvals for this project must include updated:
• Infrastructure 1st
• Cultural and Historic Resources
• Historic Railroad bed—headwalls at the top of the parcel must be preserved as a resource. None
of the headwalls are currently protected.And it could also provide value to the community if It
could become a segment on a public Greenway.
• Historic trail/road runs mauka makai.We would be wise to conserve and restore important
transportation corridors for emergency evacuation,healthy outdoor activity options,
neighborhood connections foster civic engagement.
• Environmental Resources
• Two riparian stream areas(Horshoe Bend and Holualoa)—should be conserved and restored for
healthy stormwater infiltration for the health of the'Kalu'ulu'lands and the waters and reef of
Holualoa bay.
• If this huge parcel(that sits between two large nearly built-out residential developments)is not
required to provide adequate conservation open space,which remaining nearby large TMKs will
the County designate and required to catch up the balanced and integrated land use
landscape'? Other options for nearby open space won't include the 34 acre parcel adjoining this
project on the northside(TMK 76-013-004). It is in the subdivision administrative approval
pipeline for 6 sprawling'gentleman farmer'5 acre residential parcels that provide no benefit to
the community and is also in the Kailua Urban Area.Continuing unmanaged sprawl with few
interspersed parks/greenways or co-located open space areas will degrade Kona as a once
beautiful place to live and thrive.
