It is not increasing much needed affordable housing for residents and families, or addressing the traffic and gridlock challenges or already overstretched public services. It is creating a for-profit vacation- based area with extreme environmental and transportation costs to the surrounding communities.Their recent attempt to circumvent the processes for a hearing is disgusting but not unexpected. Please refer to the bullet points below and OPPOSE Bill 169. <) c Thank you for your consideration. CD CZ Sincerely, Dr. Diane Logan w CD-< 75-6111 Lea Pl Kailua Kona, HI 9674077, '�' • Prematurely sent to County Council under guise of a "90-day rule,"when 90 days have not elapsed since the developer rescheduled, short-circuit the public process. • Increased traffic gridlock for police,fire and medical emergency vehicles.There are no plans or funding to widen Kuakini Highway at this time. • 450 additional units'wastewater flowing into a treatment plant that is already oversubscribed., • Exacerbation of water restrictions and shortages, due to aging water wells that are frequently offline. Kona continues to see the impacts of ongoing drought. • No area-wide consideration of other major developments that are already approved for over 750 units in this immediate area. • Safety issues to current housing with access through small neighborhood streets. • Lack of adequate infrastructure—police,fire, schools • Development is in a flood plain.There will be unavoidable impacts of runoff due to building and permanent hardscape. • Habitat destruction of endangered species, including Hawaiian hawks, owls, and bats. • Developer has a history of multiple attempts to evade actually building affordable housing.Will they contract with an expert in this area? • Short-term vacation rental units are part of this project, incentivizing for-profit rather than residential ownership.
