Cc: Villegas, Rebecca Subject: OPPOSE Bill 169 _. cy Importance: High r, Cap Aloha Chair Inaba and Members of the Committee on Legislative Approvals and Acquisitior I ask that you oppose the extension requested in Bill 169 and that you continually oppose the same sort of petition by other landowners and/or developers. In this brief testimony, let's focus on the Kona Community Development Plan and pre-planning in general. The community's vision for a sustainable, pre-planned future (as far as infrasture and final vision goes) has changed and coalesced through the KCDP process and the ordinance which resulted from it. Plans proposed in 1984 would rarely, if ever, fit the paradigm of Smarter Growth that's begged for and legally required in our KCDP. It's worth repeating ad nauseam that there should be no new building permits, rezoning or subdivisions granted in West Hawaii until adequate and futuristically planned infrastructure of all types (water, sewer, roads) are, in fact, in place and up and running . To lead this project developer on —to insinuate that their plan might fit the newer paradigm — is a disservice to everyone -- especially the community who suffers when poor non-planning is allowed, which it so often is.
