A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO ENTER INTO
NEGOTIATIONS FOR THE ACQUISITION OF LANDS AND CONSERVATION
EASEMENTS FOR ALL OR A PORTION OF THE PROPERTIES IDENTIFIED BY
TAX MAP KEY NOS. (3) 6-2-001:018, 019, 051, 074, 075, 088, 089; (3) 6-2-002:006; (3) 6-2-
007:001; (3) 6-4-001:032, 053, 054, 060, 114, 146, 155, 999; (3) 6-5-003:001, 002, 004, 005,
031, 044, 045; (3) 6-5-004:007, 012, 015, 025, 056, 063, 099, 108; (3) 6-5-005:001, 009, 018,
020, 021, 023, 025; (3) 6-5-009:102; (3) 6-6-001:002, 010, 038, 050, 077; (3) 6-6-003:006, 007,
010,AND 013, SITUATED IN THE AHUPUA'A OF LALAMILO,DISTRICT OF
SOUTH KOHALA,UTILIZING THE PUBLIC ACCESS, OPEN SPACE,AND
NATURAL RESOURCES PRESERVATION FUND.
WHEREAS, the Hawai`i County Charter, Section 10-15, and Chapter 2, Article 42 of
the Hawai`i County Code 1983 (2016 Edition, as amended) (hereinafter"the Code"), establishes
a Public Access, Open Space, and Natural Resources Preservation Fund; and
WHEREAS,the Hawai`i County Charter, Article X, Financial Procedures, Section
10-15(c)provides as follows:
"(c) Monies in this fund shall be used solely to:
(1) Purchase or otherwise acquire lands and easements in the County of
Hawai`i for public outdoor recreation and education, including:
(A) Access to beaches and mountains;
(B) Preservation of historic or culturally important land areas and sites;
(C) Protection of natural resources, significant habitat or eco-systems,
including buffer zones;
(D) Preservation of forests, beaches, coastal areas,natural beauty and
agricultural lands; and
(E) Protection of watershed lands to preserve water quality and water
supply."; and
WHEREAS, Section 2-217 of the Code provides, in part, that the duties and
responsibilities of the Public Access, Open Space, and Natural Resources Preservation
Commission (hereinafter"the Commission") include developing and submitting to the Mayor an
initial prioritized list of qualifying lands worthy of preservation and updating the list annually by
December 31 of each year; and
WHEREAS, Ke Ala Kahawai `o Waimea, shown and described in Exhibit A, attached
hereto and incorporated herein by reference, consists of approximately 90 acres across
approximately 11,485.82 acres, and is ranked the third highest priority for acquisition in the
Commission's 2023 Annual Report to the Mayor, dated November 13, 2023; and
WHEREAS, Section 2-218(a) of the Code provides, in pertinent part,that: "The council
shall, by resolution, select the land or lands to be preserved ..."; and"[w]here there are multiple
lands under consideration at any one time,priority shall be given to coastal lands..."; and
WHEREAS,Ke Ala Kahawai `o Waimea is a longstanding 30-year grassroots
community project led by the Waimea Trails and Greenways Committee, a group dedicated to
the perpetuation, protection, and stewardship of greenway corridors along the Waikoloa and
Keanu`i`omano streams for future generations to access and explore historically and culturally
significant lands within the Lalamilo, Keanu`i`omano, `Ouli, Kawaihae, Pu'ukapu, and
Waimea/Waikoloa ahupua'a of South Kohala; and
WHEREAS,the Waimea Trails and Greenways Committee envisions the Ke Ala
Kahawai `o Waimea project taking place in six major increments that will eventually stretch
from the town of Kamuela to the shoreline south of Kawaihae and connect to the larger Ala
Kahakai National Historic Trail system; and
WHEREAS,the acquisition of trail easements for the Ke Ala Kahawai `o Waimea
properties would be significantly beneficial to the County and our island,community for the
following reasons:
(1) To protect cultural and natural resources, including native plant habitats and
portions of an ancient trail system;
(2) To preserve a key portion of the Kohala watershed, which positively impacts
downstream coastline ecosystems;
(3) To create a safe greenway corridor for gathering, walking, bicycling, and
recreation;
(4) To expand opportunities for education, volunteerism, and community engagement;
(5) To facilitate legal and responsibly-managed public access;
(6) To ease traffic congestion by providing non-vehicular connectivity between
residents,businesses, and schools;
(7) To enable community-based management and stewardship; and
(8) To perpetuate the lifestyle, culture, and history of Lalamilo; and
WHEREAS,the Waimea Trails and Greenway Committee has signaled their
commitment to work with the various landowners,the County, and the broader community to
secure, establish, and maintain the proposed acquisitions in the public interest; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that,
pursuant to Chapter 2, Article 42 of the Code,the Director of Finance is hereby authorized to
enter into negotiations for the acquisition of lands and conservation easements across the
properties identified as tax map keys (3) 6-2-001:018, 019, 051, 074, 075, 088, 089; (3) 6-2-
002:006; (3) 6-2-007:001; (3) 6-4-001:032, 053, 054, 060, 114, 146, 155, 999; (3) 6-5-003:001,
002, 004, 005, 031, 044, 045; (3) 6-5-004:007, 012, 015, 025, 056, 063, 099, 108; (3) 6-5-
005:001, 009, 018, 020, 021, 023, 025; (3) 6-5-009:102; (3) 6-6-001:002, 010, 038, 050, 077; (3)
6-6-003:006, 007, 010, and 013, situated in the ahupua'a of Lalamilo, District of South Kohala,
utilizing the Public Access, Open Space, and Natural Resources Preservation Fund.

BE IT FURTHER RESOLVED that the Director of Finance is hereby authorized is
initiate any funding mechanisms required for the acquisition of lands and conservation easements
for all or any portion of the properties identified hereinabove, in accordance with the terms of
this resolution.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Mitchell D. Roth, Mayor of the County of Hawai`i; Diane
Nakagawa, Director of Finance; Dawn N. S. Chang, Chairperson of the Board of Land and
Natural Resources; Stacy K. Ferreira, Administrator of the Office of Hawaiian Affairs; and
Alexandra Kelepolo, Chairperson of the Public Access, Open Space, and Natural Resources
Preservation Commission.

current suggestion Form. Please use this form to tell the Commission about a place or access you would like to
see protected. The Commission welcomes re-submission of properties previously submitted where County Council

We are honored to submit this application in support of the Ke Ala Kahawai 'o Waimea on
behalf of Waimea Trails and Greenways. The Waimea Trail is a longstanding and much beloved
grassroots community project that has grown to serve and connect Waimea residents and
visitors for almost 30 years thanks to the tireless work of thousands of hands.The Trail project is
now at an exciting juncture where community members, non-profits, government agencies,
ranchers, and business partners are at the negotiating table and ready to build on the work of
those who came before to complete the vision of Ke Ala Kahawai `o Waimea as a vibrant,
connected, greenway corridor for gathering, walking, biking, and sustaining our cherished rural
landscape and lifestyle for future generations. Mahalo for your consideration and service.
The proposed public acquisition of the identified easements and/or parcels in Attachment A,
will serve to expand and enhance the existing Ke Ala Kahawai `o Waimea for the benefit of the
South Kohala community, Waimea residents, and visitors to Hawaii island. Acquisition will
promote public safety, ease traffic congestion, encourage outdoor recreation, and invite
community education, as well as assisting in preserving expansive greenway corridors along the
Waikoloa and Keanu'i'omano streams, and historic and culturally significant lands within the
Lalamilo, Keanu'i`omano, 'Ouli, Kawaihae, Pu'ukapu, Waimea/WaikOloa ahupua'a, in the district
of South Kohala, Council District 9.
Our goal is to acquire approximately 90 acres of access easements across a land area of about
20,000 acres and, where necessary, additional land to extend the existing Trail west (makai)
along the Waikoloa and Keanu'i'omano streams toward Queen Ka'ahumanu highway,to
eventually connect with the Ala Kahakai trail, and east (mauka)toward Kuhio Hale (see
Attachment A for relevant maps).The goal is to create a green corridor, which will provide an
accessible, non-vehicular pathway connecting residences, businesses, and the many schools in
the area (Waimea Elementary and Middle School, Kanu 'o ka `Aina, Punana leo `o Waimea,
Waimea Country School, Small World Preschool, Montessori Education School of Hawaii,
Kamehameha Preschool, Parker School, and Hawaii Preparatory Academy).The extension from
mauka to makai represents the realization of a long-term vision of a vital community-connected
trail system, which would be built in increments,that provides opportunities for exercise,
enjoying nature, and enhancing physical and mental health—where students safely ride their

bikes to school, kupuna gather on streamside benches,families walk dogs and push strollers,
and visitors discover plants, landscapes, and vistas that speak to our deep sense of place and
purpose in Hawaii nei.
Time is of the essence for our application because the County of Hawaii is currently in
negotiations with Parker Ranch to purchase an easement and has applied for matching funds
from a RAISE (Rebuilding American Infrastructure with Sustainability and Equity)grant to
partially fund the acquisition of the first five mile extension of the Trail towards 'Ouli Park.
With our pending application for RAISE funds for the five mile extension from Waimea's Church
Row to 'Ouli Park, we believe that Public Access, Open Space, and Natural Resource
Preservation Commission ("PONC")funding is critical to ensure that we have the monies
required to complete the five mile extension and, hopefully, start to make headway toward our
larger expansion goal.The combined power of the RAISE and the PONC funding would enable
us to make significant progress on the Trail extension, acquiring additional easements and/or
parcels on the remaining eight mile extension as they become available. We also intend to seek
additional matching funds from Federal Emergency Management Agency's (FEMA) floodplain
grants for the project.This investment in public greenspace is particularly important in the face
of current and future development plans, which would increase housing density, as well as
traffic congestion, in the area. Please refer to Table 4.1 Current and Future Development in
Chapter 4:Waimea Town Plan of the South Kohala Community Development Plan for examples
of these area development plans. PONC funding is vital to ensure the Trail extension is in place
before any proposed wide-spread development takes place; development that would make it
harder to acquire easements or land from multiple homeowners after the fact. PONC
maintenance funds would ensure that our community can continue to properly steward and
care for the Trail as we have been for almost 30 years..
The proposed Trail extension will benefit the public by creating a vital greenway corridor that
allows for a variety of non-vehicular recreational opportunities, including walking, running, bike
riding, birding, and outdoor gathering for residents and visitors to South Kohala.
• It will provide a safe, non-vehicular thoroughfare connecting neighborhoods, farmers
markets, schools, libraries, and parks. Once completed,this Trail would connect the
National Park's Ala Kahakai Trail to the Waimea-to-Puako portion of the King's Trail and
increase the small trail inventory for the island.
• The proposed trail expansion protects and celebrates the verdant Waimea landscapes by
creating intentional, planned, cared for, open-spaces along intermittent streams and
floodplains, where residents and visitors can walk, bike, sit, read, explore nature, and
dream.
• The proposed trail expansion strengthens our community by bringing residents from
diverse backgrounds and experiences together in a central, healthy, outdoor

environment —many of whom might not have the chance to meet or connect
otherwise. Many friendships have started or been strengthened by workdays on the
Trail.
• The Trail contributes to community equity and resilience, getting people out of their cars
and walking or biking together outdoors.
• The proposed trail expansion protects and preserves the natural beauty of South
Kohala's pu'u, plains, and waterways by reducing traffic congestion and creating and
promoting accessible open space, outdoor activity, renewed native plant and riparian
habitats and reforestation efforts, stream restoration, and common sense flood
abatement.
• It also protects an essential community corridor from over-development, obstruction of
view planes, urban sprawl and development infill.
• The proposed trail expansion provides an opportunity to educate•and highlight rich
areas of historic and cultural significance within the district, such as Parker Ranch and

It is my honor to provide you with this letter of support for the Waimea Trails and Greenways project:
Ke Ala Kahawai 0 Waimea (The Streamside Trail of Waimea).
This trail has been,for the past seven years, a great benefit for all types of commuters: dog walkers,
school children, kupuna,families, individuals getting exercise,or those who simply enjoy a walk in
nature.The trail not only links places in Waimea but brings the people of Waimea together in a healthy
environment.The Waikoloa Stream in particular has benefitted from volunteers clearing the stream bed
of debris that causes flooding. Many invasive plants have been replaced with native species such as
'iliahi, 'ohia,wiliwili, koai'a and 'a'ali'i.
With the requested funding,this project,which is built and maintained entirely by volunteer efforts,will
be a critical greenway that all people will be able to enjoy freely and safely. Ke Ala Kahawai 0 Waimea is
the only public nature trail in the Waimea area and I consider it to be an invaluable part of the health
and wellness of our community.
I hope that you will give this project favorable consideration.
