Despite the Director's initial unfavorable recommendation, the Commission suggested that the County Council collaborate with the Director to enhance the Change of Zone conditioning process. They highlighted two specific areas for improvement, further discussion of which was included in the Director's recommendation report: 1. Create an `Informed Development Timing' Matrix (Item #3 on page 6 of the Planting Director's Recommendation). 2. Add provisions to allow exemptions from timing condition requirement in certain situations (Item #4 on page 7 of the Planning Director's Recommendation). The Commission voted to forward a favorable recommendation of Bill No. 127 to the County Council based on the components of the Planning Director's recommendation. Despite the Director's initial unfavorable reconunendation, the Commission suggested that the County Council collaborate with the Director to enhance the Change of Zone conditioning process. They highlighted three specific areas for improvement, further discussion of which was included in the Director's recommendation report: i. Strengthen/clarify standard performance conditions (Item #1 on page 4 of the Planning Director's Recommendation). 2. Add tolling language to tithed conditions (Item 92 on page 6 of the Planning Director's Recommendation). 3.
