SUBJECT: Negotiated Cost Items, Hawaii Government Employees Association
In accordance with Section 89-11(d), HRS, attached for council action is a resolution
acknowledging the cost items included in the arbitration decision involving Hawaii
County and bargaining units 03, 04 and 13 and excluded bargaining units 63, 73 and
84, represented by the Hawaii Government Employees Association (HGEA). All units
have existing four year contracts expiring June 30, 1997. However, the contracts
provided for reopening negotiations on certain items after two years. The arbitration
decision covers the last two yeazs of the contracts, from July 1, 1995 through
June 30, 1997. The cost items are summarized below:
Units 3, 4, 63 and 84
• 2.25% across-the-boazd increase for all employees on July 1, 1996.
• 2.25% across-the-board increase for all employees on January 1, 1997.
• An increase in night differential pay from 45 to 55 cents per hour.
Units 13 and 73
• 2.25% across-the-board increase for all employees on July 1, 1996.
• Implementation of "shredding" plan to place all employees on the proper step in
their salary range based on years of service on their anniversary dates during
FY97. (Units 03, 04, 63, and 84 were "shredded" in an earlier contract
settlement.)

Attached as exhibits to the resolution are schedules showing the total cost of these
various adjustments over the last two yeaxs of the contracts.
The current budget does not include appropriations for these cost items. A bill to
appropriate the excess fund balance at June 30, 1996, will be presented to the County
Council and will contain an appropriation for these additional costs.

RE: A RESOLUTION APPROVING THE COST ITEMS COVERED IN THE
ARBITRATION DECISION AFFECTING HGEA BARGAINING UNITS
03, 09, 13 AND EXCLUDED BARGAINING UNITS 63, 73, AND 84.
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of
the Council of the County of Hawaii, this written approval is
submitted in regards to Resolution No. 45 97 relating to
approving the cost items covered in the arbitration decision
affecting HGEA Bargaining Units 03, 04, 13 and excluded Bargaining
Units 63, 73, and 84 waiving said referral from the Committee on
Finance in order that appropriate action can be taken by the
Council.
In reviewing the contents of the referral, it is deemed advisable
that such waiver be granted.
