"Any SWD facility used for the disposal, collection, and transfer of household solid waste shall be operated and open to the public for such purposes no less than two days a week and allow for the disposal of recyclable and compostable materials." Definitions ( HCC Section 20-01 -03 ) "Compostable means all materials in the product or package will break down, or otherwise become part of usable compost (e.g., soil-conditioning material, mulch) in a municipal or industrial composting facility. Compostable disposable food service ware includes ASTM-standard paper/fiber and bio-plastics (plastic-like) products that are clearly labeled either on individual food service ware or packaging for food service ware so that any compost collector and processor can easily distinguish the ASTM-standard compostable material from non-ASTM standard compostable material. Required certification of compostable food service ware shall be done by independent third-party organization Biodegradable Products Institute or similar ASTM recognized certifier" No facility exists in the County of Hawai'i to accept compost materials. "Recyclable means material that has reached the end of its current use and may be processed into material utilized in the production of new products" Including but not limited to cardboard, greenwaste, non HI-5 glass, scrap metal, appliances, solar panels, construction demolition, etc. 21 Transfer stationsHAW MArn KONA Ka'auhuhu 113) - Min to max drive time 10-18 minutes '• ,, HOyOKA` 10 minutes - One of the few counties in the country a Honoka*`ri - PA' WAU?Ga KAWAIHAE maa IS A. -•-';~ , with as many as 21 transfer stations Puako(T.S) "" 'N«. Therefore, DEM recommends deferring this proposed bill and its amendment until the Solid Waste Operational Analysis is completed and DEM can create a pilot program in FY 24-25 for Kalapana to better evaluate the need for services.
