My name is Richard Adoradio and I am a resident of Pualani Estates.My fiance is an original owner of a Phase II home built
here in 2008.She raised her two sons here and they attended public schools from Holualoa Elementary to Konawaena Middle
and High School.I was previously a resident of Waimea for seven years and have been living here in Pualani Estates for the
past four years.I am also a third generation San Jose,California native. Because of this, I think I come to Kona with a different
perspective than some.
Our world is constantly changing. I'm not one who is opposed to change,rather one who embraces change,especially when it
is in people's best interest.I do not believe that the proposed Kona Vistas Subdivision is in the best interests of those who will
be affected by it the most.Here are the main reasons I feel this way:
1.We do not have adequate infrastructure to support this new subdivision,from water supply,wastewater treatment and
power consumption needs.
2.Our current roads cannot handle the additional traffic. I am quite familiar with traffic patterns as having been and Uber and
Lyft drive these past five years.The bottleneck that exists is already a major problem and it will become unbearable. Until
there is a COMPLETION of a widening of Queen Kahaumanu Highway,any plans to build another subdivision effecting the
traffic is NOT good planning.Approving a subdivision based on a possible future expansion is irresponsible.
3.We need to make better use of the existing housing that is already built here. I have watched how people from the mainland
have come and bought up properties over these past several years,contributing to taking away affordable solutions for the
families that live here as well as their young adult children trying to sustain themselves in their home town.I went through this
same thing in San Jose.Even though my family had arrived there beginning in the 1870's,neither I nor my sons were able to
purchase a home or insure a long term living solution there. Eventually,all of us left the area. It is shameful to allow outside
buyers a priority(cash is king)when it comes to housing.I see many homes within the Pualani Estates neighborhood that are
second homes for mainlanders,or properties owned by out of area investors being rented out at exorbitant prices.This,
coming off a period where many houses within this subdivision were left vacant for years because of the market crash of 2008
and so many being upside down and just walking away.
4.Those who have lived here the longest and through perpetuity are preserving the rich Hawaiian culture and traditions DO
NOT see this as a good use of our islands resources.This cannot be ignored.Their voices are clear on the matter.Another
subdivision does NOT add to the quality of life here on the Big Island, it actually diminishes it.
5.We do not need more STVR housing here.We do not need more second homes for'snowbirds'or mainland investors.
We need to act more responsibly with the housing that already exists here.We need to help staff our schools and hospitals
adequately by generating incentives for housing our local residents first and foremost.Until that happens,this subdivision
should not even be considered. End the discussion and stop the consideration of this project. ..FINALLY.Forty years is long
enough.
