SUBJECT: Testimony Re: KV3 Development Application
The land for this development has never been built upon since the original Building Permit was issued in
1984. It is an undisputed fact that this land is a floodplain. This land has always been a floodplain. This
land will remain a floodplain forever.
West Hawai'i has very few floodplains, and rain from the mountains must drain somewhere. Therefore,
keeping floodplains undisturbed is extremely important. There are developments adjacent to the North
and South borders of this floodplain. The western border is Queen K Hwy. That leaves no alternative
places to which the water can be redirected. The water will continue to flow through this floodplain to the
ocean. The boundaries for this property are not Nature's boundaries. No one can promise that all the
water from this watershed will be contained therein.
Currently, you can see the water that flows over the cliff above Queen K Hwy when it rains a lot. The
water goes into the County's pipes under the Hwy, which are not designed to handle additional water from
above. Those same flows empty onto Kuakini Hwy, flow over it and continue to the ocean.
That is most likely the reason it was not developed in 1984 when the Permit was first issued. It is
disingenuous of KV3 to claim that this property was envisioned as a "twin to Kona Vistas" a reason to
develop it now. The original owners of this floodplain property were savvy enough to realize that it could
not be developed and sold it.
Perhaps, and most importantly, it is not prudent to approve this KV3 development and allow homes to be
built on land that will put unsuspecting buyers at risk of devastating losses.
