I oppose the above bill for reasons which follow. First, traffic congestion is already a problem in the vicinity of the proposed development. This includes Hawaii Belt Road 11 and Lako Street, as everyone knows well. Specifically, the intersection at Hawaii Belt Road 11 and Lako Street is more often than not a very significant bottleneck. Traffic at times can be backed way up Lako as it waits to access the Hawaii Belt Road. The proposed development will only exacerbate this problem. And it does not appear that the county has a plan to deal with this. Second, water and power infrastructure is already strained. Both the Department of Water Supply and Hawaii Electric have issued numerous alerts over the last number of years concerning both actual and potential shortages. The proposed development will only serve to increase the burden on these utilities. Finally, the claim the proposed development will provide affordable housing is a myth.Again, absolutely everyone knows this.We should not pretend it is otherwise. Housing costs continue to increase. As if that were not enough of a problem, many of the proposed housing units will actually ony be purchased by owners living on the mainland who would be making the purchase for investment purposes. What we also do not need are more short term vacation rentals in our residential communities. Given the above concerns, I ask that the Hawaii County Council reject Bill 169. Respectfully submitted, '' j Robert Sprague c] 76-4343 Kinau Street Kailua Kona, HI 96740 ' ' ° •y.J cj _ (.7"s Co .
