It was approx March of 2022 when I first contacted Director Adams for support of the ECE sector and discussed the need for facility evaluations. My team had vetted 15 sites and we reviewed that list together. Mr.Adam and/or ECE Development Specialist Angela Thomas visited the top 3 of those sites. No further action or support. Approx 14 Million in ARPA funds was allocated to ECE and has been available since at least April 2022. In July of 2023 County Council had called R&D to Chambers to ask about plans for use of the money. This was done again March 5th 2024. It was discouraging to be presented with generic, publicly available statistics on reading scores, known preschool shortages, and the Statewide efforts lead by Lt. Gov Sylvia Luke(Keiki Ready(native) and to still have no information about plans for use of Hawaii Island RFP monies at either presentation. At that time, it was also stated by Director Adams that requests had not been made for the use of the funds(which was false, as Kalamapii had requested use of funds several times,the first in (attached)April of 2023 for$25K to secure a facility for our school,to be ignored, and after heavy cajoling and support from Mayor Roth, Director Adams was forced to respond and ultimately, were told the RFP process was not yet in place, so the requests were"premature",this was nearly 7 months later. As two final notes of discovery, it seemed as though County Council members themselves were surprised by the fact that ARPA monies had been utilized, outside of the RFP process in order to procure approx$1.5 Million in funds for Workforce Development thru Chaminade University to pay for Early Childhood Education teacher education programs. Secondly,the ECE sector was devastated to hear that since R&D was worried that all$14Million in funds may not be able to be encumbered by end of 2024,that the overall budget was reduced overnight to$9Million.A significant loss of funds with high returns if it had been put to proper and timely use. The language in Resolution 539-24 states the following: The director of research and development shall: a) Collect and develop data necessary for managerial and legislative decision- making, and program and policy-making. Our experience has been that R&D will simply ignore all requests for information or support.They have continued to share pre existing data, collected by others and disseminated state wide over and over iQ 1 Comm. f , 0.1 '.: Ref.To: , Ref.Dote LI,►`,�E: I' again. Policy making has been delayed so detrimentally that the Early Childhood Education sector lost $9 million in it's budget, and when asked specifically how many additional preschool seats have been created to date,the Director responded via e-mail with the number 0. b)In collaboration and coordination with federal and state agencies as well as the private sector, advance public and private development programs, enterprises and plans, that enhance and improve the county's environmental, cultural, community, and economic sustainability and resilience It has been very worrisome,when speaking with the larger ECE community in Hilo,to include multiple non profit providers and long standing programs, that the R&D department has not contacted those folks,to ask about what the needs are in the community. This has been the response time and time again. Under heavy pressure,the RFP was finally made available,you can see in the narrow focuses, and perhaps predetermined partnerships that are preferred. The scope of RFP 4576 is not at all reflective of community outreach to inform need.Was an RFI completed formally? I am unaware of any efforts by R&D to make the RFP information available. I took it upon myself with the support of Vibrant Hawaii, Education Stream,to be sure that information was disseminated the best we could. As a member of the public, I look forward to understanding more about: -Who was able to bid (the number of applicants), -Will all monies be encumbered in time? -What are the anticipated outcomes? -What happened to the$6million? -Was the workforce development monies with Chaminade or other entities done outside of the RFP process? In closing, I would like to state that testimony,written and oral, by Kalamapii have been numerous. As a non profit,we have felt the impact, continued denial of much needed funds, however we straddle the line,to hold up our public responsibility that the R&D Dept has the most impact on the ECE sector in our community, and we continue to share our grave concerns regarding the utilization of discretionary funds, including the process of awarding and monitoring grants and measuring impacts of funded projects and initiatives. This testimony is sent with the continued hope that the resources R&D is responsible for will be put to good use. The Early Childhood Education sector will not improve without them. Adams County of Hawaii Research & Development Douglass.Adams(a�hawaiicountv.gov Aloha e, Director Adams: Thank you for the meet up last week to discuss Kalamapi'i PLAY School and its aggressive 100-Day Plan to be licensed at 183 Mohouli Street, Hilo, HI and open by August 14, 2023,.with community and County of Hawaii support. Here are some important dates on the timeline needed to start school and have the ability to use the $197,000.00 new earmark federal funding in our community. Please see attached 12.21.2022 release. County support in terms of processing and access to preschool funding will be essential. By April 29th - Get current hard copy building plans for 183 Mohouli entered into EPIC system if required. Building was erected in 2005 prior to the electronic filing system. - Kim Pierce, Executive Director of Kalamapi'i, has been in contact with Harry Boico at the Building Division; he is looking to see if there is a current Certificate of Occupancy on the Mohouli property. The property is zoned RCX-10, appropriately for the preschool, however the property use is changing. The State (Department of Human Services) will require a Certificate of Occupancy to be issued to ensure compliance with capacity guidelines. 35 sqft/child for interior classroom space. This ultimately determines the allowable student headcount and is essential for the operational (staffing) and financial components of putting a new school together. • Week of May 1st - DHS Licensing application to be submitted, to include schools operating procedures and to ensure all staff have met requirements and completed background checks (90 day process). Kalamapi'i has completed this process before and is sure that it can do it for the 183 Mohouli location. As early as May 8th • - Plumbing construction could begin (County oversight on the process may be necessary for timeline to be met). Installation of 3 keiki toilets is the work being done; proposals for plumbing at $8,500.00 and repairs at $6,911.00 are attached. County funding would be needed. - Converting gravel covered backyard to grass, approximately 15x30 sq ft space, to allow for outdoor play space. Also a OHS licensing requirement - see attached estimate for $10,555.00, County funding would be needed. - Any additional fire safety measures need to be evaluated (currently on site is a fire alarm system and lighted exit signs). Some of these requirements will be dependent on the Certificate of Occupancy number that is determined. County funding would be needed if additional measures are required. On or before July 30th - All County approved plumbing work has been completed and OHS licensing can be issued. Aug 14th - Proposed first day of school Aug 30th-Sept 30th is the federal funding window. Currently the Kalamapi'i administrative team is working with the federal government to complete paperwork required to receive the funding. Funding will not be released without a DHS license. Kalamapi'i intends to run the school for the next 10 years at this location. Kalamapi'i will get involved in other community needs for the 0-5 age demographic, however, the set up of this school at this location is its primary focus at this time.
