Galimba, Vice Chair Members of the Legislative Approvals and Acquisition Committee Subject: Sport for Resolution No. 543 24 Date: Tuesday, June 18, 2024 Time: 10:30 a.m. Place: West Hawai'i Civic Center, 74-5044 Ane Keohokalole Highway, Building A Kailua-Kona, Hawaii <J I strongly support Resolution No. 543 24, which accepts the dedication of Kikau Place and CD Kuahiwi Place, described as Roadway Lot 369, Pacific Heights Subdivision, Increment IV, identified as Tax Map Key: 2-4-006:091, situated at Kukuau 1st, District of South Hilo, Island and County of Hawaii, State of Hawaii, from HSC, Inc., a Hawaii corporation. I am a resident of the Pacific Heights Subdivision, Increment IV (the "Subdivision"), which was developed in approximately 1999 with the intention that Kikau Place and Kuahiwi Place "Roadway" be dedicated to Hawaii County. Unfortunately, the punchlist items to complete the dedication were not done until recently, and hence the Roadway has not been dedicated for 25 years. As a result, the Subdivision has dealt with, among others, the following concerns: • Uncertainty of maintenance and repair of the Roadway. • Uncertainty of potential liability to residents of the Subdivision. • Insufficient lighting due to streetlights not being turned on. • Resulting public safety issues due to the insufficient lighting, such as a car jacking and drug dealers using the neighborhood. We are extremely grateful for Councilmember Kagiwada helping move this dedication forward. We are thankful that after all these years, the developer has prepared a deed conveying the Roadway to the County and the Department of Water Supply, the Planning Department and the Department of Environmental Management have all inspected and approved the Roadway. Our neighborhood and I fully support this Resolution, and ask that the County help make this Subdivision a safer and more livable neighborhood by finding that the acceptance of the Roadway is in the public interest and adopting the Resolution.
