I write to you today requesting that the above listed bill be rejected in its entirety as regardless of its
intentions, it only serves to create greater divide between cyclists and automobile drivers while also
putting unnecessary strain on our overburdened law enforcement officers and our thinly stretched
county offices in general.While I am not opposed to regulating commercial use of the county right of
way,this bill is a specific attack on cyclists and stands to empower drivers, police and county officials to
discriminate against lawful users of publicly accessible facilities. Cars are not any more entitled to the
use of roads than any other form of transportation and passing bills that would suggest so is
irresponsible and unjust, having negative implications specifically for our most vulnerable road users.
While this bill specifically targets commercial cycling tours, I cant help but think of the numerous
hazards caused by the large amounts of tour cars,vans and busses that cause traffic congestion, air
pollution and safety issues on a daily basis in some of our most pristine and important areas within our
communities.The occasional cycling tour on a lightly traveled road has none of those implications and in
reality should be encouraged as responsible, eco friendly way for locals and tourists alike to get out from
behind the wheel and enjoy all that our Island has to offer. People experiencing a mild inconvenience
does not justify discriminating against a subset of individuals that have every right to the roads as anyone
else and passing bills that further empower discriminatory practices especially against alternative forms
of transportation is not where we should be heading as we focus on initiatives like Vision
Zero(Cyclist/pedestrian safety) and Net Zero(Emission goals).
I appreciate your consideration of this matter and look forward to seeing more constructive bills come to
the table that may improve our infrastructure while making Hawaii the safe, inclusive destination it has
so much potential to be.
