I feel that this bill is the beginning of a slippery slope to the beginning of banning cyclists on more and more roads. I also support commercial bike touring on this island that is so heavily reliant on tourism dollars. That being said, I would like to briefly state that I am disappointed in the lack of data and research that has gone into this bill, if any. It seems no one has been able to define or measure how many riders from commercial tours there are, how many accidents there have been (if any), or any kind of impact that this bill will have. I also fear that there may be unintended consequences of this bill passing. I am afraid that some misinformed drivers will wrongly think all cycling in the area is not allowed and harass local cyclists even more than they do now. This bill might have the opposite effect and make drivers less attentive thinking the cyclists are gone. I can go on and on about better solutions, but previous letters have done a great job of that, and I would just be repeating their sentiments. If the council continues to support the Bill without doing the appropriate research, goal setting, or analysis, I am asking the Council to consider CM Kagiwada's amendment removing the Authority to Restrict until you uncover some evidence that this perception of Bike Tour companies is actually even real. o Thank you for the opportunity to voice my opinion.
