Subject: Bill 140 Transfer Station Days Increase

I am testifying in support of Bill 140 to increase the hours to at least two days per week and alsoto ''" '
provide recycling bins at the Kalapana Transfer Station.
This will decrease the stench caused by the accumulation of garbage, prevent further infestation of rats
in our neighborhoods, and lessen the illegal littering and dumping of garbage in all the wrong place,
especially on highway 137, also known as the Red Road. Since the trash removal schedule at the
Kalapana station went from three days to one there has rarely been a day where no refuse has not been
accumulating at the front of the fence and gates at the station,which can include many bags of garbage,
large appliances such as stoves and refrigerators and rotting furniture. In addition to being unsightly it is
an obvious health hazard.
This unbecoming situation reflects poorly on our Red Road Community and there is rarely a new tenant
or visitor that I encounter who does not fail to mention this with wonder.
Additionally,we are the only transfer station on the entire big island with any less than two days
collection and most having at least three to my understanding. Previously,we had dumpsters for trash
and recycling but were reduced to only trash since the decrease in days therby requiring residents and
visitors to transport recycling to pahoa or beyond which often defeats the purpose of having the station
at all.There are many times where I have so much of both that I just bypass the Kalapana station
because the recycling option has not been available any longer there.
I implore you to seriously consider this bill and remove this literal stain on our community.Thank you so
much for your consideration and I truly appreciate being given the opportunity to provide feedback to our
wonderful elected representatives on this and so many other matters and I am confident you learned
judgment will see what is right and act on this.Thank you so much Council Member Kierkierwicz for
listening to our needs and responding on this and so many other things that affect our wonderful Puna.
