Date JUN 1 9 2024 Res. 164-23: PROPOSES THE ESTABLISHMENT OF A WATER SYSTEM IMPROVEMENT DISTRICT FOR IKI PLACE, KOHANAIKI HOMESTEADS Testimony of Annie Sherman in Support of Res.164-23 I have been owner of Parcel 009 on Iki Place since around 1990. In late 2013 I remarried and moved in with my husband. Since then, it has been a long-term rental with Bobby Brown, who is both a friend and a responsible long-term tenant. There is only one major problem; namely the unreliable water supply and the related need to improve the road way to County standards. We have had numerous leaks in the water lines that run above ground for say a half mile from the meter situated next to highway. This has resulted in huge bills and wasted water resources. Here are three examples. One leak just occurred and was discovered on April 28, 2023 and repaired the next day. Another leak occurred about 12 months ago and went undetected while Bobby was on vacation with the meter on, resulting in a $3100 water bill. Each repair is difficult due to access issues. The most difficult occurred about 8 years ago when a rotting tree stump fell on the stack of PVC and Driscoll pipes. My water line was at bottom of pile and it cracked from the pressure from the log and pipes that compressed from above. I had 4 licensed plumbers look at it on an emergency basis. Each plumber declined to take job as they feared breaking about 10 other lines in order to get access to my line, resulting in legal liability to the plumbing company. I was saved by a neighbor who offered to help my husband out of the predicament by cutting up the log in pieces with a chain saw to gain access to cut my pipe and then reroute the two ends higher up in stack so we could attach a connecting pipe. This had a happy ending, but it could have resulted in loss of water to 10+ other properties. My point is that the current water delivery situation is a disaster in every way. The benefit of this project exceeds the cost many times over. I 100% support this resolution to proceed with project. I greatly appreciate your help to fix this disaster with your favorable vote.
