The Leeward Planning Commission forwards its favorable recommendation for this
change of zone request, which would allow the applicant to subdivide the property
into four lots. The property is located on the southwest corner of the Kaloko
Drive/Hao Street intersection in the Kaloko Mauka Subdivision.

Your Committee on Legislative Approvals and Acquisitions,to which was referred Bill No. 166, reports
as follows:
Bill No. 166, transmitted by Mayor Mitchell D. Roth, via Communication No. 885, dated
March 7, 2024, amends Section 25-8-3 (North Kona District Zone Map), Article 8, Chapter 25
(Zoning) of the Hawai`i County Code 1983 (2016 Edition, As Amended), by changing the district
classification from Agricultural—20 acres (A-20a) to Family Agricultural—5 acres (FA-5a) at North
Kona, Hawai`i, covered by Tax Map Key: 7-3-024:003 (Applicant: Ryan Leese) (Area: 21.942 acres)

Legislative Approvals and Acquisitions Committee Meeting of June 4, 2024
Planning Director Zendo Kern, Planning Consultant Daryn Arai representing the applicant Ryan Leese,
and owner Seth Roosevelt, were in attendance. An overview was given by Mr. Arai, and after
comments and discussion, this matter was postponed to June 18, 2024, for Mr. Arai, the applicant, and
owners to discuss language for an amendment due to a complexity of issues raised regarding the forest
management plan and recordings against the property.

Deputy Planning Director Jeff Darrow, Planning Consultant Daryn Arai representing the applicant
Ryan Leese, and landowner Seth Roosevelt were in attendance.
Bill 166 was amended with the contents of Communication No. 885.1, which was introduced by
Mr. Inaba and was approved with eight"ayes," with Committee Member Rebecca Villegas voting no.
Chair Inaba and several other Committee Members made inquiries and commented on this measure.
