Re: Operating Budget
Enclosed is a resolution to enter into an agreement with the State of Hawai`i Department
of Labor and Industrial Relations in order to receive their Workforce Innovation and
Opportunity Act(WIOA) grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating •
$1,697,603 into the Department of Research and Development's Workforce Innovation
and Opportunity Act(WIOA)program accounts. This appropriation reflects funding
allocations received from the Department of Labor and Industrial Relations for the
Program-Year(PY) 2023.
The Department of Research and Development indicates that the funds will be utilized to
assist adults, dislocated workers and youth by providing services that will train
individuals to increase employment, retention, earnings, skills and literacy.
The Department of Research and Development is requesting that this resolution and bill
be waived from the Finance Committee and be placed on the July 10, 2024 Council
agenda in order to expedite the receipt of these funds. If there are any questions,please

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):

This appropriation reflects anticipating funding allocations by the State Department of Labor and Industrial Relations for the Program
Year(PY)2023 WIOA Program.These funds will be utilized to assist adults, dislocated workers,and youth by providing services that
will train individuals to increase employment, retention, earnings,skills, and literacy and thereby improving the quality of the
Adults/Dislocated Workers and Youth, reducing welfare redundancy,and enhancing the productivity and competitiveness of the local
economy.
Research&Development(R&D)emphasizes that no County General Funds are involved in these transactions.The ordinance merely
sets up the proper accounts to receive and expend the WIOA Program funds.

Bill No. 178 . AN ORDINANCE TO AMEND ORDINANCE NO.24-32,AS
AMENDED,THE OPERATING BUDGET FOR THE COUNTY OF HAWAI`I FOR THE FISCAL YEAR ENDING
JUNE 30,2025.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
