Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating • $1,697,603 into the Department of Research and Development's Workforce Innovation and Opportunity Act(WIOA)program accounts. This appropriation reflects funding allocations received from the Department of Labor and Industrial Relations for the Program-Year(PY) 2023. The Department of Research and Development indicates that the funds will be utilized to assist adults, dislocated workers and youth by providing services that will train individuals to increase employment, retention, earnings, skills and literacy. The Department of Research and Development is requesting that this resolution and bill be waived from the Finance Committee and be placed on the July 10, 2024 Council agenda in order to expedite the receipt of these funds. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action.
