Your Committee on Finance, to which was referred Resolution No. 538-24, reports as follows:
Resolution No. 538-24, transmitted by Finance Director Diane Nakagawa, via Communication
No. 903, dated May 30, 2024, authorizes the acceptance of all donations of securities or personal
property to the County of Hawai`i within the 2024-2025 fiscal year that are not covered by the
Department of Finance's capitalization procedures.
This resolution provides County Coucil pre-authorization for the County to accept donations that are not
covered by the Finance Department's capitalization procedures for Fiscal Year 2024-2025.
Finance Director Diane Nakagawa was present in the Hilo Chamber for questions.
Committee Member Michelle Galimba asked for additional information on this matter and about the
nature of the commodities that are not covered by the Department of Finance's capitalization
procedures. Ms. Nakagawa stated the resolution's relation to Communication 556.2 and further
explained that the resolution allows the department to accept the donation and bring the report to the
Council.
Committee Member Ashley L. Kierkiewicz provided some history on this process.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 538-24, and
recommends its adoption.
