RECLASSIFIED CERTAIN LANDS FROM UNPLANNED (U) TO MULTIPLE -FAMILY
RESIDENTIAL- 5,000 SQUARE FEED (FM-5) AND SINGLE-FAMILY RESIDENTIAL-15,000
SQUARE FEET (RS-15) AT HOLUALOA 1 AND 2, NORTH KONA, HAWAVI, COVERED BY TAX
MAP KEY; 7-6-021.004, 009-013, AND 015-017,

In the past this Council has received recommendations from the County's Leeward
Planning Commission and Cultural Resource Commission (CRC) reports and numerous
testimonies from the public. We hope our government is hearing its own people,
It is with sleep concern that our County is creating policies that undermine other
governmental concerns and jurisdictions regarding water usage and distribution. The
proposed amendments would require the Applicant to maintain valid water commitments
and report to DWS is not sufficient to address water commitments in Kona. Further, this
County has failed to implement the Ka_Pa'akaiAnalysis Prameworkl. a Hawaii Supreme
Court decision. When the County changes the zoning classification it changes the use the of
the land, which alters the: ecosystem impacting neighboring ecosystems. This County must
consider how one application may counter another that addresses climate change and
adaptation.
The Kualdni Hawaiian Civic Club of Kona would like to ask this committee to highly
consider the community's response and the recommendations laid out over the past few
years from the County's own commissions. Our community is seeking a government that
will end the diaspora, align policies to its own people and provide options that are aligned
to our environment and culture. Keep it KonaM Mahalo for your time and consideration.
