COUNTY OF HAWAFI •_ STATE OF HAWAFI Off OF •It RESOLUTION NO. 557 24 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAIIAN CANOE RACING ASSOCIATION FOR ITS ZERO WASTE INITIATIVES AT THE 2024 INTERNATIONAL VA`A FEDERATION WORLD SPRINT CHAMPIONSHIP. WHEREAS, the Hawaiian Canoe Racing Association (HCRA) is a 501(c)3 nonprofit organization with a mission to engage and encourage participation and education in Hawaiian and Polynesian culture through canoeing and other related activities on a local, national, and international basis; and WHEREAS, the HCRA is hosting the 2024 International Va`a Federation (IVF) World Sprint Championship from August 13 through August 24, 2024, and anticipates participation from more than 3,000 competitors from 30 countries around the world; and WHEREAS, last held in Hilo in 2004, the IVF World Sprint Championship is an international canoe racing event that takes place every two years at locations around the globe, bringing paddlers together to compete in various categories of outrigger canoe racing, not only in a world athletic competition but also in celebration of Polynesian and Pacific Islander culture; and WHEREAS, the HCRA is collaborating with multiple organizations to ensure a world - class event and is implementing an initiative to generate little to no waste, referred to as "zero waste", therefore minimizing the amount of waste that would enter our landfill; and WHEREAS, the HCRA is requesting Rinds for roll off dumpster(s) for composting and hauling, waste sorting bins, gloves, pickers, sanitizers, signage, and tents for waste sorting stations across Hilo's Bay Front; and WHEREAS, the Department of Parks and Recreation supports this event as it is in keeping with the goals and objectives of the department to celebrate and commemorate our culture, heritage and diverse communites; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief Rinds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 1 will be appropriated to the Department of Parks and Recreation to provide a grant to HCRA for its zero waste initiatives for the IVF World Sprint Championship.
