SUBJECT: Proposed Amendment to Resolution No. 539-24, a Resolution Requesting
the County Auditor to Conduct a Performance Audit of the Department of
Research and Development to Promote Transparency, Accountability, and
Effective Resource Utilization.
Transmitted herewith is a proposed amendment to Resolution No. 539-24. The amendment is
shown below in Ramseyer format with respect to the contents of Resolution No. 539-24; material
to be deleted is bracketed and stricken, and material to be inserted is underscored. Due to the
limited scope of this amendment, a copy of the new draft of this resolution that would result if it
were adopted is not attached.
The enacting clause is amended to read as follows:
"BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAFI that the
County Auditor is hereby requested to conduct a [ ] thorough performance audit of
the Department of Research and Development with [ :] respect to the following
subject matters:

• The alignment of the organization and operations of the Department with its
mandate and responsibilities, as provided by the Charter and the Code;
• The utilization of discretionary funds, including the process of awarding and
monitoring grants and measuring impacts of fiunded projects and initiatives; [and]
• How the administration of workforce development initiatives, including the use of
W10A funding, Hawaii County Workforce Development Board, Local Area Plan,
and American Job Center, supports the economic goals and needs of the County[:]
as identified in the County's Comprehensive Economic Development Strateav:
• The Department's process, methodology, and role in stewarding special federal
grants, such as the American Rescue Plan Act (ARPA) fundin • and
• The Department's efforts to identify, secure, and manasie other state. federal. and
