Your Committee on Finance, to which was referred Resolution No. 550-24, reports as follows:
Resolution No. 550-24, transmitted by Finance Director Diane Nakagawa, via Communication
No. 922, dated June 20, 2024, authorizes the Mayor to enter into a multi-year agreement with Hawaiian
Telcom, Inc., regarding communication services for a new Emergency Communications Center in Hilo.
This resolution authorizes the Mayor to enter into a three-year agreement at an estimated cost of
$200,000 per year, for the Hawai`i Fire and Police Departments' emergency operations.
Battalion Chief Stacy Domingo and Public Works Director Steve Pause were available in chambers for
questions.
Committee Member Cindy Evans had a question for a Hawaiian Telcom representative and was
disappointed to find that no representative was available. Ms. Evans noted that our current offices are
having connectivity issues recently and wanted to ensure that the services provided by Hawaiian Telcom
for this Emergency Communications Center would be reliable.
Committee Member Ashley Kierkiewicz asked when the department would start operations out of its
new location. Ms. Domingo could not provide a definite answer but stated that she suspected it would be
about two to three months.
Committee Member Susan Lee Loy commented in support but shared some concerns about timing.
Ms. Lee Loy wanted to ensure that the contracts were executed to coincide with the center's ability to be
operational and did not want the contract to start if the facility was non-operable. Mr. Pause stated that
he believed the call center would be fully operational by mid-October.
Pursuant to Section 46-7, Hawai`i Revised Statutes, the Mayor of the County of Haawai`i is authorized
to execute, on behalf of the County, an agreement and related documents with Hawaiian Telcom Inc. for
purposes as described above.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 550-24, and
recommends its adoption.
