REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: July 9, 2024 Re: Comm.No. 923/Res. No. 551-24 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 551-24, reports as follows: <br /> Resolution No. 551-24, transmitted by Finance Director Diane Nakagawa, via Communication <br /> No. 923, dated June 20, 2024, authorizes the Mayor to enter into an agreement with the U.S. <br /> Department of Justice, Office of Justice Programs, Pursuant to Hawai`i Revised Statutes Section 46-7, <br /> for a grant to the Hawai`i Police Department. <br /> • <br /> This resolution allows for the receipt of$50,537 of federally-derived funds to fund travel and training to <br /> increase the efficiency and readiness of the Police Department's Special Response Team. <br /> Lieutenant Aaron Carvalho was present in the Hilo Chambers and provided background on this matter. <br /> Committee Member Holeka Goro Inaba asked if all this travel was to occur within this fiscal year. <br /> Mr. Carvalho confirmed that it was. <br /> Committee Member Cindy Evans commented on the emergency at the Hilo Airport that morning and <br /> asked if the tactical training mentioned in this measure was relative to the training needed to take bomb <br /> threat-like calls. Mr. Carvalho stated that these grant funds would not be going to the hazardous devices <br /> section as they currently have federal funding for that. Ms. Evans thanked the department for all their <br /> hard work. <br /> Committee Chair Matt Kaneali`i-Kleinfelder commented in support and extended his gratitude to the <br /> Police Department for all their hard work in the Puna Uka community. <br /> Pursuant to Section 46-7, Hawai`i Revised Statutes, the Mayor of the County of Hawai`i is authorized to <br /> execute, on behalf of the County, an agreement and related documents with the U.S. Department of <br /> Justice, Office of Justice Programs for grant funds as described above. <br /> FC Report No. 173 <br />
