K. Lee Loy, Acting Chair. ROLL CALL: Present: Ms. Susan L. K. Lee Loy, Vice Chair Mr. Holeka Goro Inaba, Member Ms. Jenn Kagiwada, Member Ms. Ashley L. Kierkiewicz, Member Ms. Heather L. Galimba, Member Mr. Matt Kaneali`i-Kleinfelder, Member STATEMENTS The Acting Chair directed the Committee to proceed to the next order of FROM THE business, Statements from the Public on Agenda Items. PUBLIC ON AGENDA ITEMS: (There were none.) ACTING CHR. LEE LOY: We'll move on to Order of the Day. Mr. Clerk, Resolution 529-24. GOEAC-33 June 4,2024 ORDER OF The Acting Chair directed the Council to proceed to the next order of business, RESOLUTIONS: Order of Resolutions. Res. 529-24: AUTHORIZES THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNIVERSITY OF HAWAI`I, HAWAI`I COMMUNITY COLLEGE, PURSUANT TO SECTION 46-7, HAWAI`I REVISED STATUTES Allows for students in Hawai`i Community College's Fire Science Program to participate in hands-on learning opportunities and experiences facilitated by the Hawai`i Fire Department, and Hawai`i Fire Department personnel to earn college credits and accreditation when completing training that includes college level learning. Reference: Comm. 890 Intr. by: Ms. Evans (B/R) (Note: Comm. 890.1, from Finance Director Diane Nakagawa dated May 30, 2024, transmitting a request to withdraw Res. 529-24, was circulated.) ACTING CHR. LEE LOY: Go ahead, Ms. Kimball. MS. KIMBALL: I'm not sure entirely on the proper procedure on this, if we need a motion first. The Administration has requested withdrawal of this item from our agenda, per Communication 890.1. MR. PERRY: There can simply be no motion made, in which case, the matter would not be before this committee. If the committee wanted to discuss it at all, there would have to be a motion. MS. KIMBALL: Alright, well, given that I believe that the Administration is going to be perhaps submitting something else, I'll just recommend that we don't make any motions and leave this for another day. ACTING CHR. LEE LOY: Ms. Kierkiewicz. MS. KIERKIEWICZ: Chair, I'd like to know why the Administration has withdrawn it. Clerk, do I need a motion in order to hear from Judge Strance? ACTING CHR. LEE LOY: Yes. Motion to Approve: Ms. Kierkiewicz moved to recommend adoption of Res. 529-24. Seconded by Mr. Inaba. Page 2 GOEAC-33 June 4,2024 ACTING CHR. LEE LOY: Ms. Kierkiewicz. MS. KIERKIEWICZ: Judge Strance, on face value, loving what I'm reading in this resolution. But then we did get a notification from the Mayor's Office saying that they would be withdrawing this particular resolution, and I'm wondering if you could share some insight into what prompted that decision. (Note: At this time, Corporation Counsel Elizabeth Strance, came forward to address the members of the Committee.) MS. STRANCE: Sure, thank you. Elizabeth Strance, Corporation Counsel. There's some work that needs to be done at the Fire Department end. And so, they're initiating the request so that they can get some work done before they move forward. So, I expect that you will see it back at some point in time. MS. KIERKIEWICZ: A brand-new resolution? MS. STRANCE: Correct. MS. KIERKIEWICZ: Okay. Alright that's incredibly helpful, and I do appreciate Chancellor (Susan) Kazama and her leadership and trying to be creative in getting folks that are moving through this program at HCC (Hawai`i Community College); some hands-on learning and experience within the Fire Department. So, I do look forward to hearing this again in a different form. If there are no other questions or comments, I can withdraw the motion, Chair. ACTING CHR. LEE LOY: We have some other options, Mr. Clerk. MR. PERRY: I'd ask for a postponement to the Call of the Chair to dispose of this matter. MS. STRANCE: My concern about a postponement would be whether the Council could consider another similar resolution while this one is still pending. And if so, then that would be fine if they don't intend to proceed on this one. MS. KIERKIEWICZ: I believe we can on a resolution, yes. Page 3 GOEAC-33 June 4,2024 Vote on Motion Ms. Kierkiewicz moved to postpone Res. 529-24, to the to Postpone to the Call of the Chair. Seconded by Mr. Inaba and carried Call of the Chair: by the following voice vote: (Approved) Ayes: Committee Members, Inaba, Kagiwada, Kierkiewicz, Kimball, Villegas, and Acting Chair Lee Loy—6. Noes: None. Absent: Committee Members Evans, Galimba, and Kaneali`i-Kleinfelder—3. Excused: None. Res. 530-24: AUTHORIZES THE MAYOR TO ENTER INTO A MULTI-AGENCY MEMORANDUM OF AGREEMENT WITH THE STATE OF HAWAI`I, HAWAI`I HOUSING FINANCE AND DEVELOPMENT CORPORATION AND THE UNIVERSITY OF HAWAI`I ECONOMIC RESEARCH ORGANIZATION, PURSUANT TO SECTION 46-7, HAWAI`I REVISED STATUTES Allows the Office of Housing and Community Development to collaborate on a State-wide Analysis of Impediments to Fair Housing, with an estimated cost to the County of$33,363. Reference: Comm. 891 Intr. by: Ms. Evans (B/R) Motion to Approve: Mr. Inaba moved to recommend adoption of Res. 530-24. Seconded by Ms. Kierkiewicz. ACTING CHR. LEE LOY: I think we have Housing here if any of my colleagues have any questions. Mr. Inaba. MR. INABA: Mr. Shiroma, would you mind just giving us a quick overview of the resolution for the record, please? (Note: At this time, Office of Housing and Community Development Specialist Royce Shiroma, came forward to address the members of the Committee.) MR. SHIROMA: Sure. Royce Shiroma from the Office of Housing and Community Development. Basically, because we are receiving funds from HUD (Housing and Urban Development). Well, the matter is because the State of Hawai`i, different departments and counties are receiving the funding from HUD, they require every five years that we do impediments to Fair Housing. Page 4 GOEAC-33 June 4,2024 For this reason, the State Hawai`i Housing Finance and Development Corporation, University—I'm sorry, the different counties, as well as DHHL (Department of Hawaiian Home Lands)has teamed up to do a multi-agency Memorandum of Agreement with the University of Hawai`i Economic Research Organization in doing the impediments of Fair Housing report for the period 2024 to 2029. MR. INABA: Perfect. Thank you, Mr. Shiroma. I don't have any further questions. Will be in support. Thank you, Chair. ACTING CHR. LEE LOY: Thank you so much, Mr. Inaba. Anyone else?
