Aloha Chairperson Kimball,
I am writing to express my deep concerns regarding Hawaii Bill 121 and its potential impacts on our
local economy, particularly the vacation rental industry. As a resident and stakeholder in our
community, I believe it is critical to address the lack of a comprehensive, independent, and
academically rigorous economic impact study on an industry that contributes more than $1.1 billion
to the Big Island's economy.
During the Leeward Planning Commission meeting, which lasted over eight hours, you agreed to
conduct such a study. This commitment is a step in the right direction, but it is imperative that this
study is prioritized before moving forward with the bill. The complexity and potential ramifications of
this bill demand a thorough evaluation, which cannot be achieved in the limited time currently
allocated for its review.
Furthermore, the absence of industry representation during the commission's discussions is a
significant oversight. Including a member from the vacation rental industry would provide valuable
insights and help address the concerns many of us have about the bill. The current lack of industry
input is a major factor contributing to the public's frustration and opposition.
Given these points, I strongly urge you to send Bill 121 back with a recommendation to conduct the
necessary economic impact study and to rework its language. It is crucial that we understand the full
implications of this bill on our community and economy before making any decisions,
