Aloha Chairperson Kimball,
I am writing to express my concerns regarding Hawaii Bill 121 and its potential impact on the Big
Island's economy, particularly the vacation rental industry. This industry significantly contributes over
$1.1 billion to our local economy, and it is alarming that such a substantial sector could be regulated
without a thorough, independent, and academically rigorous economic impact study.
During the Leeward Planning Commission meeting, which lasted over eight hours, you agreed to
conduct this crucial study. However, the current timeline does not allow for a detailed evaluation of
this complex and impactful bill. It is imperative that the bill be sent back with a recommendation to
conduct the study and rework its language to ensure it accurately reflects the needs and concerns of
all stakeholders involved.
Furthermore, the absence of industry representation during the commission's question and answer
sessions is a significant oversight. Including a member from the industry would provide valuable
insights and help address the public's concerns regarding this bill.
Given these points, I strongly urge the council to reconsider the approach to Bill 121 and ensure that
a comprehensive economic impact study is conducted before any further action is taken. It is crucial
that we understand the full implications of this bill on our economy and community.
