I also agree with the changes on the fee structure and quiet hours. do think that "farm dwellings" can be an appropriate place to host visitors and I do not agree that owners cannot stay in a secondary dwelling while visitors are in the primary part of the structure. I do believe that "unhosted" needs to be better defined. For instance, i operate a long-term rental on an adjacent parcel. I am "on -site" if you think of the two parcels as one and, since there is common ownership between the two parcels, it makes logical sense to do so. I can be at the rental within minutes of a concern. It seems short-sighted that if I wanted to convert from a long-term to short-term model that could not do so without much higher fees. I am not an off -Island owner who is disengaged with her property or tenants, ! am right here in the community. Lastly, I think it is most prudent that Council Member Kierkiewicz has drafted a Resolution for an economic impact study that will quantify the outcomes of any legislation that alters transient accommodations that is Hawaii Island specific.
