Dear Council Members,
I am writing to express my strong opposition to Bills 121, 122, and 123, which are currently under
consideration by the Hawaii County Council. As a concerned citizen and advocate for the local farming
community, these bills pose a significant threat to the livelihoods of our farmers and the well-being of the
people of Hawaii.
Bill 121 aims to re a ansient cco t' s but in do' l
agricultural character of our residentially zonecl ..teas'. Bill 122, which removes the Bed and Breakfast
process from the code, simplifies regulations at the expense of local hospitality providers2. BillBill 123,
while inte to re o e s to build' cce dwelling units, may inadvertently place
additional burdens on t o ners2.
The intro tion o e ills has s e ncern among our community, particularly regarding their
potential ` con hous' c s and rental s o l c c e t '. The
local farming and landowning communities are already facing numerous challenges, and these bills
could exacerbate their struggles, leading to unintended negative economic consequences.
I urge the Council to consider the following points:
Local Impact: The proposed legislation could disrupt the delicate balance of our local economy, which relies
heavily on agriculture and small-scale hospitality services.
Affordable Housing: While the intent to increase affordable housing is commendable, the approach taken in
these bills may have the opposite effect, driving up costs for residents.
Community Character: Preserving the unique character and lifestyle of our island is crucial, These bills could
alter the landscape in ways that are detrimental to our cultural heritage.
I respectfully request that the Council reevaluate the potential outcomes of Bills 121, 122, and 123. It is
imperative that we find solutions that support our local farmers and landowners rather than impose
additional hardships on there.
Please consider the voices of your constituents, who will be directly affected by these bills. Thank you for
